Question Number  1:   VI.A.2 - This sections states the proposer is to include the list of MBE and WBE sub consultants and suppliers for the Design portion of the work with percentages for each sub consultant. As the overall level of effort is not known at this time, please confirm if this is required for the RFQ stage as it seems more applicable to the RFP stage of the procurement.
    Answer:   The proposers commitment to the Design Goal M/WBE participation is required with RFQ Response.
Question Number  2:   VI.A.2 - The last sentence of the paragraph states "Subsequent additions, revisions or corrections to participation will not count towards meeting the Project goal." This sentence insinuates the proposer is locked into the M/WBE firms and percentages proposed in the SOQ. As the procurement proceeds, additional opportunities may arise or scopes may change due to many different factors which may demand changes to participation. Will the proposer be allowed to add firms or amend percentages after the RFQ stage of the procurement to meet the goal?
    Answer:   With regard to the Design Goal, the Submitter is required to list its proposed M/WBE participation. Subsequent additions, revisions or corrections to participation will not count towards meeting the Project goal.
Question Number  3:   Page 15 of 64 states the page limit for the SOQ and allows the use of 11x17 sheets, however there is no limit on the 11x17. Is there a limit on 11x17 pages?
    Answer:   The use of 11x17 may only be used for charts and/or graphs. A single sided 11x 17 counts as 1 page, and a double sided 11 x 17 counts as two pages. The 11 x 17 pages count towards the page limit.
Question Number  4:   Pages 15 and 16 contain a chart with the maximum # of pages per Tab that totals to the 30 page limit, with 3 pages for the Miscellaneous Submitter and Major Participant Information Tab. Page 23 however, states that information contained in this tab is not included in the page count. May these 3 sheets be used elsewhere in the document?
    Answer:   The Miscellaneous Submitter and Major Participant Information will be included in the page count as indicated on the chart on pages 15 and 16. An addendum will be issued.
Question Number  5:   Will the forms to be completed for the Attachments be provided in Word or editable PDF Format?
    Answer:   No, the forms provided are as they are in the RFP.
Question Number  6:   Pages 1 and 15 both indicate the due date for the SOQ is 'Thursday, September 18,2017'. September 18, 2017 is a Monday. Please clarify the due date for the SOQ.
    Answer:   The due date for the SOQ is Monday, September 18, 2017. An addendum will be issued.
Question Number  7:   V.FF - Page 15 of 64 states 11x17 pages may be used for "charts or graphs". Please confirm if conceptual diagrams/graphics meet this criteria for use on 11x17 pages.
    Answer:   11x17 pages may be used only for charts or graphics. An addendum will be issued.
Question Number  8:   We understand the DEN has collected survey in the project area.  Will this survey be provided to short listed teams? In addition, will DEN take responsibility for the accuracy of survey?
    Answer:   DEN anticipates providing survey to shortlisted teams as reference information.
Question Number  9:   Can you clarify day and date submittals are due? September 18, 2017 is a Monday. Page 1 of RFQ states submittals due on Thursday September 18, 2017.
    Answer:   The due date for the SOQ is Monday, September 18, 2017. An addendum will be issued.
Question Number  10:   Can you allow us to alter the maximum number of pages per section shown in the table on pages 15 and 16 provided that our SOQ doesn’t exceed the maximum number of 30 pages?
    Answer:   No, the maximum number of pages per section shall be as provided.
Question Number  11:   Can you clarify if Tab 6 Miscellaneous Submitter and Major Participant Information is to be included in 30-page limit?  The table on page 16 implies that pages are included in the 30-page limit; however, in Section V on page 23 RFQ includes “(This information will not be counted in the overall SOQ page count described in Section VA.)”.
    Answer:   The Miscellaneous Submitter and Major Participant Information will be included in the page count as indicated on the chart on pages 15 and 16. An addendum will be issued.
Question Number  12:   Page 20 of RFQ, the D-B PM shall have at least 10 years of D-B experience. Can this also include other forms of alternate project delivery experience, such as CM/GC?
    Answer:   The D-B Project Manager shall have at least 10 years of recent D-B or alternative delivery experience managing major projects involving Multi-Lane highway/roadway reconstruction under traffic.  An addendum will be issued.
Question Number  13:   If the submitter is a Joint Venture (J-V), does the J-V firm need to have prequalification in category 1A or 1F(2) and Project Permission prequalification or do individual firms need to be prequalified?
    Answer:   If the submitter is a Joint Venture (J-V), the completion of a Joint Venture Application is a requirement.  The Joint Venture should be prequalified in accordance with Section 7 of the Rules for Prequalification of Construction Contracts for the City and County of Denver.
Question Number  14:   Will site visits be possible throughout the SOQ stage? Will interested teams be able to park and walk the project location to gather information for the SOQ? If so, will there be designated parking areas for us to park as not to impede the airport?
    Answer:   No, site visits are not allowed during the SOQ.
Question Number  15:   How do we address potential conflict of interests with this project?
    Answer:   "At the time of procurement, Conflict of Interest will be viewed at the Prime to Prime level. Additionally, the list of firms as stated in the RFQ documents are excluded from participation in this project. Any subcontractor conflict of interests found during the term of the project will be immediately remedied at no additional cost to the City. All entities considering proposing on this project are encouraged to evaluate the composition of its team to determine the likelihood of future conflicts of interest. As referenced in the Request for Qualifications, Sections O and P, all potential conflicts of interest should be disclosed and steps identified to avoid, neutralize and/or mitigate any conflicts of interest that may arise. "
Question Number  16:   III, L, p. 7; and V, FF, Tab 1 b., p. 16 Section V states that Submitters must complete the Diversity and Inclusiveness form and include in the Statement of Qualifications. For an approved joint venture that is submitting but not yet legally formed, is it sufficient to complete a single Diversity and Inclusiveness in City Solicitations Form for the JV (the Submitter), or must each equity member of the prospective JV to complete the Diversity and Inclusiveness in City Solicitations Form as a Major Participant? Please clarify this requirement. NOTE: We expect that the JV will adopt the Diversity Program in place and used by the managing partner of the JV.
    Answer:   This form must be completed and submitted with the Statement of Qualifications. If the submitter is a Joint Venture (J-V), the completion of the Diversity and Inclusiveness form should be completed by the primary firm of the Joint Venture.
Question Number  17:   V, Tab 1, b., p. 16 In the instructions for Tab 1b, it states that each Major Participant is required to complete the form and include it in the Statement of Qualifications for the Pena Blvd Jackson Gap to Terminal Project. Is it DEN’s intent that EACH major participant complete the Diversity and Inclusiveness in City Solicitations Form and include a copy in the Statement of Qualifications?
    Answer:   This form must be completed and submitted with the Statement of Qualifications. If the submitter is a Joint Venture (J-V), the completion of the Diversity and Inclusiveness form should be completed by the primary firm of the Joint Venture.
Question Number  18:   V, Tab 6, d., p. 23 This section requires each Major Participant to be prequalified to perform work in the State of Colorado. For a JV, is this the City of Denver Prequalification (1A-Civil or 1B-Concrete, at $25 million, with the City’s Special Permission, or some other Prequalification? What documentation, if any, is required for the Submitter to be responsive to this item? For a prequalified JV, is each Major Participant comprising the JV required to submit proof of their individual prequalification by the City?
    Answer:   If the submitter is a Joint Venture (J-V), the completion of a Joint Venture Application is a requirement. The Joint Venture should be prequalified in accordance with Section 7 of the Rules for Prequalification of Construction Contracts for the City and County of Denver.
Question Number  19:   V, FF. Submittal, p. 15 Submittals are required to use a font size of at least 11 points. Is it acceptable to use a 10 point font for tables and graphics to improve appearance and readability?
    Answer:   10 point font will be allowed on tables and graphics only.
Question Number  20:   Will DEN be providing and agenda/format for the interviews to be conducted the week of October 2, 2017?
    Answer:   Firms selected for interviews will receive notification regarding the interview process.
Question Number  21:   Is it acceptable for the Environmental Manager position to be split in between two individuals? As an example, one individual will be oversight and one individual as an inspector completing MS4 inspections; these are typically separate in terms of how they are facilitated between designer and contractor.
    Answer:   No, the Environmental Manager position is not allowed to be split between two individuals. The Environmental Manager shall be one individual meeting the specified RFQ requirements.
Question Number  22:   Could you please confirm that the "Certificate of Good Standing" and "Diversity and Inclusiveness in City Solicitations Information Request Form" does not count towards the 2 page maximum for the Letter of Transmittal?
    Answer:   The Certificate of Good Standing and Diversity and Inclusiveness forms do not count towards your page count.
Question Number  23:   In regards to Attachment 8 -Insurance Requirements, does a surety letter need to be included within our submittal?
    Answer:   No, a surety letter does not need to be submitted at this time.
Question Number  24:   Are specific LOls required for construction as this is a difficult task as subcontractors usually provide pricing at the RFP phase of the proposal pursuit? At the SOQ phase, we do not have defined scope.
    Answer:   Yes, specific LOIs are required for the design and construction MWBE participation at the time of submittal.
Question Number  25:   Can tables be used on 11x17 pages similar to charts and graphs?
    Answer:   Yes, charts may be placed on the 11x17 pages similar to charts and graphs. A single sided 11x 17 counts as 1 page, and a double sided 11 x 17 counts as two pages. The 11 x 17 pages count towards the page limit.
Question Number  26:   Will a Colorado PE pending be sufficient for the SOQ, as long as the individual has it by contract award?
    Answer:   A pending Colorado PE is sufficient for the SOQ as long as the individual is a currently licensed PE in another State at the time of SOQ submittals.
