Question Number  1:   Where would the Cost Effectiveness section sit within the Table of Contents for the Narrative Contents shown on page 6 of the RFP? Is there a page limit for this section?
    Answer:   You may include the Cost Effectiveness before the narrative contents in your proposal. There is no page limit pertaining to the Cost Effectiveness section.

Question Number  3:   Which DBSO forms will we need to fill and submit given the participation requirements are 0%?
    Answer:   The Commitment Form, List of Proposed Subs, and Letter of Intent need to be completed only if there is MWBE participation. Please note, if the prime commits to MWBE participation, that becomes the goal on the contract.
Question Number  4:   RFP page 20 requires that financial statements are included along with the Technical submission, after Attachment 2, Part 3 Disclosure of Legal and Administrative Proceedings and Financial Condition. Page 1 also requests that the Financial Statements are included as part of the separate envelope for the price proposal. Please confirm these are not two conflicting requirements.
    Answer:   No, those are not conflicting requirements. 3 years of Financial Statements must be submitted in a separate evelopement and not included within the submitted proposal.
Question Number  5:   How to find the previous contract that was used for Technology Task-Based Professional Consulting? Also wondering if you can tell me who is on the existing contract or where I can find that information?

Many of the lettered items (a-g on Pgs. 11-12) could be covered in one response. It does not seem necessary to repeat this narrative 9 times, once for each IT Professional Consulting Service Category we bid on.
    Answer:   The evaluation panel may recommend to award contracts in specific categories or all categories. DEN is requesting specific narratives that address each category so the job of the panelist is consistent and information can easily be located from one proposer to the next.
Question Number  29:   On PDF Pg. 12, Section "3. Firm Experience" please explain if firms need to provide 3 project/contract references for each IT Professional Consulting Services category we are bidding on? This has the potential to be 27 references across the 9 categories. Or should we just provide 3 references total that can prove our work across all categories. If we need 3 for each service category, may we reuse references across multiple categories?

Account Representative. Given the duties laid out in the RFP, we would typically have our Account Manager cover both sets of responsibilities.

Question Number  35:   Please explain if this contract will replace our existing contract with DIA for On-Call Technologies and Strategic Partners?
    Answer:   The Strategic Partners contract are expired. Only work approved prior to expiration can continue under current funding. Contract awards under this RFP process will ultimately replace typical work performed by the Strategic Partner contracts.
Question Number  36:   Please explain if we must review and accept the contract as is, or if we can provide redlines. If we may supply redlines, do we have to submit a printed version with our hard copy response, or will an electronic copy suffice?

There are only 8 listed in the scope of work, “Business Services” is missing. Please explain how we should address the “Business Services” category in our proposal (when developing a narrative for each category) and on Attachment 9 without a description in the Scope of Services. "
    Answer:   Delete/Ignore the reference to "Business Services" on Attachment 9 (PDF Pg. 93). The update fprm will be issued in Addendum 1.
Question Number  39:   Please explain if DIA is looking for max rates, or rate ranges on Attachment 10.
    Answer:   Please list Not To Exceed Rate. DEN reserves the right to negotiate below listed rate based on qualifications.
Question Number  40:   To effectively price the roles listed in Attachment 10, Price Proposal, please confirm what DIA means by Remote Support. Is this for a worker to work remotely (work from home), or is this referring to a remote support team (an offsite team through a managed service)?
    Answer:   Remote support is defined as not being at DEN on-site.
Question Number  41:   How many vendors are expected to be selected as part of this RFP?
    Answer:   There is no preconceved number. Actual submittals will be reviewed to find the best fit and value for DEN.
Question Number  42:   What is the anticipated spend across application and infrastructure respectively per year for this RFP?
    Answer:   There is no way to calculate this at this time.
Question Number  43:   What is the break up of revenue in terms of percentage amongst time & material basis, or firm fixed deliverables or managed services basis for this RFP?
    Answer:   Since the task order make up is not predetermined at this point, the percentages cannot be computed at this time. There is no preconceved break out between these.
Question Number  44:   Approximately, to how many subcontractors does DEN Airport intent to award the contract for this RFP?
    Answer:   Subcontractors will not be awarded a contract. Award(s) will be made to the apparent best propser.
Question Number  45:   What are the major initiatives that will be part of year 2020 as part of this RFP?
    Answer:   There are initiatives within each of the categories mentioned. Some will likely require staff augmenation at a project level, others may be more involved. Task orders will be defined at a later date to align with current initiatives.
Question Number  46:   From following statement from RFP "The Director of the DSBO has established a procurement goal for expenditures for covered goods and covered services delivered to and performed for the City and County of Denver. The specific goal for this procurement is 0% M/WBE.", hence, our inference is that the service providers are not required to be M/WBE or partner with a M/WBE firm for this RFP. Please confirm.
    Answer:   Correct, M/WBE participation is not a requirement for this RFP.
Question Number  47:   "The RFP document captures various statement about liability e.g. ""The Contractor shall purchase and maintain in force a minimum of Ten Million Dollars ($10,000,000.00) in combined, single-limit automobile insurance for bodily injury and property damage liability per accident or occurrence."" Or ""Umbrella Liability, Unescorted airside access Minimum Limits of Liability (In Thousands)"" Or ""Colorado Workers’ Compensation and Employer Liability"" What is the upper limit on cumulative liability to vendor as part of this contract?"
    Answer:   "There is no upper limit or cap to a vendor’s liability under the contract; reference Section IP-16, which states “The insurance requirements herein are minimum requirements for this Contract and in no way limit the indemnity covenants contained in this Contract”. Further to clarify coverage requirements included in the question: 1. $10M Auto Liability is only required if Vendor will need unescorted airside driving privileges. The higher limit may be provided by a primary policy only or a primary policy with an umbrella/excess policy layer. 2. Workers’ Compensation and Employer’s Liability is required unless the Vendor is a sole proprietor. This requirement is not related to the other policy types listed in the question. This clarification is provided due to the use of the word “or” between the policy types referenced in the question."

Question Number  50:   Do you plan to do AODB transformation in near future? What is the current AODB product used at DEN?
    Answer:   Plans are being formulated at this time. DEN will not release solution architecture at this time beyond what has been called out already in the RFP as to vendor makeup.
Question Number  51:   Is the current cyber security operations in-sourced or partially outsourced to a MSSP ( Managed Security Service Provider )
    Answer:   The current support model is a blend of DEN FTE and individually contracted resources.
Question Number  52:   Is DEN airport looking for engineers, architects and analysts as part of day to day SOC security management and security monitoring operations or only for projects and change/transformation acitvities
    Answer:   Primarily for project and change transformation activities.
Question Number  53:   Is there a preferred model of delivery? Would DEN airport accept supplier’s onsite location or offshore location for service delivery?
    Answer:   This depends on the task order. Staff augmentation task orders are typically for resources to report to and work at job site.
Question Number  54:   What are expected lead times for resourcing request?
    Answer:   We typically give a 1-2 week window to present candidates for consideration for staff augmentation positions. Other types of task orders depend on the statement of work.
Question Number  55:   Can we respond to specific components in each categories scope of work? Or do we need to be able to support all current services listed in that category in order to respond?
    Answer:   Proposers may respond to specific components.
Question Number  56:   Can you expand on the Technology Asset Management scope?
    Answer:   Our needs in this area are inline with IT asset management, focused on skills necessary to conduct the lifecycle management of IT hardware and software assets (licensing, warranties, etc.). Additional needs are in the physical delivery of hardware assets.
Question Number  57:   Are these only professional services task order requests or are you also looking for products and licensing?
    Answer:   Mostly professional services. There may be opportunity to procure subscription based services within the Managed Service component.
Question Number  58:   Are the resources expected to be dedicated? 
    Answer:   Yes.
Question Number  59:   Are the resources expected to work a minimum of 40 hours per week?  
    Answer:   Typically, yes.
Question Number  60:   If they are not expected to work a minimum of 40 hours per week, how many hours per week is expected for the resources to work?  
    Answer:   Pure Staff Augmentation is typically expected to work 40 hours a week, but this may vary pending the job function / task order scope.
Question Number  61:   If there is not a minimum or maximum # of hours required per week, is it up to the Consultant to estimate how long each task will take?  
    Answer:   Pure Staff Augmentation task orders are usually set up for a specific amount of hours befitting to the needs of the position. These are usually 40 hours a week until the work is complete. Pending statement of work and whether task is for pure staff augmenation or a firm fixed deliverable task, hours may vary on a weekly basis by position.
Question Number  62:   Will the resources be managed by DIA CIO or DIA IT managers while Tasks are managed by Consultant’s assigned Project Manager or will the Consultant be expected to manage resources, PM and the outcome of projects??
    Answer:   This depends on the task order. Staff augmentation task orders will be managed and report to the hiring manager that is aligned with the task. This may include the CIO for management consultant roles for example.
Question Number  63:   Can the Consultant use multiple resources for one position?  
    Answer:   Job sharing for pure staff augmentation will not be allowed. Pending nature of task order, it may be allowed if task order is of a firm fixed deliverable nature.
Question Number  64:   Will the Consultant bill fixed bid or will they bill on actual hours worked??  
    Answer:   Pure staff augmentation is bill on actual. Other task orders may be firm/fixed bid pricing and billing.
