NOTICE OF INVITATION FOR PROPOSALS

Denver, Colorado March 8, 2007

Sealed proposals for Contract No. CE 73007, ON-CALL MISCELLANEOUS SIGNAGE will be received no later than 2:00 P.M., Local Time, April 17, 2007, and delivered to Nathan Jones, Room 8810, Airport Office Building (AOB), Denver International Airport, 8500 Peña Blvd., Denver, CO 80249-6340.

Prior to submitting a proposal, the proposer shall consult the Contractor's bulletin board located at Denver International Airport, 8500 Peña Boulevard, Denver, Colorado 80249, on wall south of the entrance to the Airport Office Building (AOB) on the bridge to Concourse A. The AOB entrance and the Contractor’s bulletin board are located west of, and outside, the Concourse A security screening area.

GENERAL STATEMENT OF WORK

Provide custom fabrication and installation of various signs as specified on public roadways and in public facilities. Provide design, final shop drawings, fabrication and installation of commercial grade signage at Denver International Airport for areas including Pena Blvd. (highway), public accessible roadways on DIA property, parking lots, parking garages, and other interior and exterior building signs. Signage may be static or dynamic, internally or externally illuminated. Provide all civil, structural electrical, software, hardware and other specialties as required for each task. All projects are custom designed for DIA and requires the Contractor to meet qualification and experience for this type of work and contract amount for a facility of similar size and type as Denver International Airport.

Contract documents will be available in the form of a CD at cost of $50.00 per CD, beginning March 9, 2007, at the Technical Services Offices, Room 8810, Denver International Airport, 8500 Pena Boulevard, Denver, CO 80249. Please make checks payable to Airport Revenue Fund.

EXPERIENCE AND QUALIFICATIONS REQUIREMENTS

A minimum of 3 years experience fabricating and installing sign cabinets and support structures for sign projects totally $200,000.00 or more. Fabrication and installation of internally and externally illuminated overhead highway sign panels a minimum of 11 feet by 4 feet. Internally illuminated roadside signs and structure, minimum of 16 feet high by 16 feet wide. Regulatory and informational parking lot signs with installations on fixed bollards. Painted aluminum custom pylon signs installed in existing concrete curbs, minimum size of 11 foot high by 2 foot square assemblies. Silk-screen graphics with protective clear laminate top coast for sign panels up to 7 foot high by 3 feet wide. Suspended and floor mounted garage signs. Removing and refinishing existing fiberglass sign panels a minimum of 1 foot 8 inches high by 10 feet wide with paint or vinyl copy. Internally illuminated painted extruded aluminum cabinets with retainers for changeable Lexan or Plexiglas panels of 24 inches high by 14 feet long. Second surface silk screen or vinyl with painted background. Painted second surface, ADA Braille compliant acrylic signs. Extruded aluminum framed Gerber Edge laminated face, first surface, minimum two color graphics or digital thermal inkjet paint with graffiti resistant top coat. Dimensional characters and pictograms, up to 11 inches in height. Double sided painted extruded aluminum 3 feet wide by 12 feet high, internally illuminated pylon signs with stainless steel perforated base and reveals. Computer and electronic graphic capabilities as specified within this contract.

PRE-PROPOSAL CONFERENCE AND INSPECTION

All proposers are invited to a pre-proposal conference at 1:00 PM, March 19, 2007, at the Elrey Jeppesen Terminal Building, Denver International Airport, 8400 Peña Blvd., Denver, CO 80249-6235, Level 6, northwest corner of the inner core and south of the Denver Health Medical Clinic in the room marked PRESS ROOM.

MINORITY/WOMEN BUSINESS ENTERPRISE PARTICIPATION

Construction, reconstruction and remodeling contracts made and entered into by the City and County of Denver are subject to Article III, Divisions 1 and 3 of Chapter 28 of the Denver Revised Municipal Code, (D.R.M.C.) and all Minority/Women Business Enterprise Utilization and Equal Employment Opportunity Rules and Regulations adopted by the Director of the Division of Small Business Opportunity (DSBO).

Article III, Divisions 1 and 3 of Chapter 28 of the D.R.M.C. directs the Director of the DSBO to establish a project goal for expenditures on construction, reconstruction and remodeling work contracted by the City and County of Denver. The specific goal for this project is 5% MBE/WBE participation.

Project goals must be met with certified participants as set forth in Section 28-60, D.R.M.C. or through the demonstration of sufficient good faith efforts under Section 28-62, D.R.M.C. For compliance with good faith effort requirements under Section 28-62(b)(3), the MBE/WBE percentage solicitation level required for this project is 100%.

The Director of DSBO urges all participants in City construction, reconstruction and remodeling projects to assist in achieving these goals.

Further, the city and Count of Denver encourages contractors to utilize minority and women owned businesses and to divide the construction work into economically feasible units or segments to allow the most opportunity for subcontracting.

MISCELLANEOUS

As its best interests may appear, the City and County of Denver reserves the right to reject any or all proposals and to waive informalities in proposals.

The work under the Contract is subject to minimum wage rates established by the City and County of Denver Career Service Board.

All contracts made and entered into by the City and County of Denver are subject to Affirmative Action and Equal Employment Opportunity Rules and Regulations as may be adopted by the City and County of Denver.
