REVISED NOTICE OF INVITATION FOR PROPOSALS
Denver, Colorado October 23, 2007
Sealed proposals for Contract Numbers: CE 75012 and CE 75013, On-Call Miscellaneous Millwright Demolition Services will be received no later than 2:00 P.M., LOCAL TIME, NOVEMBER 15, 2007, and delivered to Nathan Jones, Room 8810, Airport Office Building (AOB), Denver International Airport, 8500 Peña Blvd., Denver, CO 80249-6340.
There will be two (2) On-Call Miscellaneous Millwright Demolition Services contracts awarded from this procurement. To be considered for both contracts, Proposers need only to submit ONE proposal since both contracts are identical in size and scope.
Prior to submitting a proposal, Proposer shall consult the Contractor's bulletin board located at Denver International Airport, 8500 Peña Boulevard, Denver, Colorado 80249, on the wall south of the entrance to the Airport Office Building (AOB) on the bridge to Concourse A. The AOB entrance and the Contractor’s bulletin board are located west of, and outside, the Concourse A security screening area.
GENERAL STATEMENT OF WORK
The anticipated type of work related to this on-call contract includes: Removal of equipment, assemblies, equipment components including electrical, mechanical and structural steel related to baggage conveyance systems. The removal, and or relocation of fire protection and fire alarm systems, and the removal of and or relocation of HVAC systems.
The work could involve all locations throughout the Denver International Airport facility. The contractor should be advised to review those specifications which address safety, high work, fire protection, fire watch, cutting and patching, and all sections which address demolition and transportation should be carefully reviewed prior to preparing any Proposal.
Projects will be incorporated into the contract through task orders. Performance time will consist of a four (4) year period, or until the maximum contract amount of $9,000,000.00 is reached, whichever occurs first.
ESTIMATED COST
Cost of work for this contract is estimated to be between $1 and $9,000,000.00.

PREQUALIFICATION
Each proposer must be pre-qualified in the category of CE-5 Structural Contractor OR CE-7 Airport Baggage Conveying Contractor OR CE-7 Demolition Contractor at the $1,000,000 level, in accordance with the City's Rules and Regulations Governing Prequalification of Contractors. Each bidder must have submitted a prequalification application a minimum of seven (7) calendar days prior to the bid opening date. PRE-PROPOSAL CONFERENCE AND INSPECTION
A MANDATORY Pre-Proposal Conference, for proposers not present at the first Pre-Proposal Conference, will be held at 10:00 AM, LOCAL TIME, OCTOBER 29, 2007 in the Press Room at the Elrey Jeppesen Terminal Building (Main Terminal), Denver International Airport, 8400 Pena Blvd., Denver, Colorado 80249-6235, Level 6, northwest corner of the inner core, next to the Denver Health Medical Clinic.
MINORITY/WOMEN BUSINESS ENTERPRISE PARTICIPATION
Construction, reconstruction and remodeling contracts made and entered into by the City and County of Denver are subject to Article III, Divisions 1 and 3 of Chapter 28 of the Denver Revised Municipal Code, (D.R.M.C.) and all Minority/Women Business Enterprise Utilization and Equal Employment Opportunity Rules and Regulations adopted by the Director of the Division of Small Business Opportunity (DSBO).
Article III, Divisions 1 and 3 of Chapter 28 of the D.R.M.C. directs the Director of the DSBO to establish a project goal for expenditures on construction, reconstruction and remodeling work contracted by the City and County of Denver. The specific goal for this project is 12% MBE/WBE participation.
Project goals must be met with certified participants as set forth in Section 28-60, D.R.M.C. or through the demonstration of sufficient good faith efforts under Section 28-62, D.R.M.C. For compliance with good faith effort requirements under Section 28-62(b)(3), the MBE/WBE percentage solicitation level required for this project is 100%.
The Director of DSBO urges all participants in City construction, reconstruction and remodeling projects to assist in achieving these goals.
NON DISCRIMINATION IN THE AWARD OF CITY CONTRACTS
It is the policy of the City and County of Denver to prohibit discrimination in the award of construction contracts and subcontracts for public improvements. Further, the city and Count of Denver encourages contractors to utilize minority and women owned businesses and to divide the construction work into economically feasible units or segments to allow the most opportunity for subcontracting.
MISCELLANEOUS
As its best interests may appear, the City and County of Denver reserves the right to reject any or all proposals and to waive informalities in proposals.
The work under the Contract is subject to minimum wage rates established by the City and County of Denver Career Service Board.
All contracts made and entered into by the City and County of Denver are subject to Affirmative Action and Equal Employment Opportunity Rules and Regulations as may be adopted by the City and County of Denver.
