Design, Finance, and Develop New Photovoltaic Generation Facilities

at Denver International Airport

Denver, Colorado September 3, 2009

Description: The Department of Aviation for the City and County of Denver is requesting Statements of Qualifications (SOQs) for the purposes of selecting one or more partners with which to negotiate agreements to finance, design, install and operate one or more new photovoltaic (PV) systems to be located on Airport property and interconnected at mutually agreed Airport meters for a period of between twenty and thirty years. Potential solar development sites include, but are not limited to, parking lots and structures, on-airfield properties adjacent to substantial electric loads, and off-airfield locations. Upon selection and within a reasonable period thereafter Developers are expected to propose specific Airport sites for the PV arrays and interconnection. The Airport seeks to reduce near term electricity costs and create a hedge that may reduce future electricity costs below tariff rates. The selected Partner and the Airport will work together to develop and submit bids into the Xcel Energy Solar* Rewards Large Program due November 20, 2009.

SOQs Due: Statements of Qualifications (SOQs) in response to the RFQ will be due no later than 12:00 PM (NOON), LOCAL TIME, SEPTEMBER 18, 2009.
