REQUEST FOR PROPOSALS

DIA GREENHOUSE GAS EMISSIONS INVENTORY

CONTRACT NO. CE 02008

Denver, Colorado February 3, 2010

Description: The Department of Aviation for the City and County of Denver is requesting proposals for the purposes of selecting a firm(s) to prepare a Greenhouse Gas Inventory using methods identified in the Airport Cooperative Research Project (ACRP) Report 11, Guidebook on Preparing Airport Greenhouse Gas Emissions Inventories, published in 2009. The report format and emissions estimates should be consistent with recommendations made in the guidebook. The GHG inventory will be a Level 2 inventory and will track annual GHG emissions. The consultant will need to provide a recommendation for a baseline year and provide justification for choosing the baseline year since DIA was not fully operational until March 1995. In addition the consultant will recommend a schedule for follow-up GHG emissions inventories to monitor DIA’s progress towards meeting the GHG reduction goals.

Proposals Due: Proposals in response to the RFP will be due no later than 2:00 PM, LOCAL TIME, WEDNESDAY, MARCH 3, 2010 and must be submitted to Nathan Jones, Technical Services Office, Room 8810, Denver International Airport, 8500 Pena Blvd., Denver, CO 80249.

Pre-Proposal Conference: A Pre-Proposal Conference will be held at 10:00 AM, LOCAL TIME, WEDNESDAY. FEBRUARY 10, 2010 in the triple wide trailer, located within the DIA South Campus at 27301 E. 71st Avenue, Unit #2, Denver, CO 80249.

Minority Business Enterprise and Women Business Enterprise Participation: Professional design and construction services contracts made and entered into by the City and County of Denver are subject to Article III, Divisions 1 and 3 of Chapter 28 of the Denver Revised Municipal Code (D.R.M.C.), and all Minority Business Enterprise and Women Business Enterprise Utilization adopted by the Director of the Division of Small Business Opportunity (DSBO).

Article III, Divisions 1 and 3 of Chapter 28 of the D.R.M.C. directs the Director of DSBO to establish a project goal for expenditures on professional design and construction services work contracted by the City and County of Denver. The specific goal for this project is 0% Minority Business Enterprise (MBE) and Women Business Enterprise (WBE) participation.
