REQUEST FOR PROPOSALS

RADIO FREQUENCY ID VEHICLE PERMITTING SYSTEM

Denver, Colorado November 25, 2014

Description: The Department of Aviation for the City and County of Denver is requesting proposals for the purposes of selecting a firm(s) to provide a Radio Frequency ID (RFID) Vehicle Permitting system and tags for 4,000 + vehicles that move from the landside (public area) to the Secured Area (airfield). The RFID tags will allow DIA to verify authorization and associate specific vehicle data to the vehicle that presents itself at all guard gates for entry into the Secured Area of the Airport. Accompanying this, the system will provide sixteen (16) stationary readers to monitor entry and exit at each of eight (8) airside access gates, two (2) portable handheld readers, antennae installation, and integration of the system. The RFID system will only validate permitted vehicle’s authorization and will not be integrated with the Airport’s access control system. Construction will be needed, the extent of which is to be determined.

Pre-Proposal Conference and Site Visit: A non-mandatory Pre-Proposal Conference explaining the referenced concession opportunity will be held on December 4, 2014 in the City Conference Room, which is located on Level 6 West of the Jeppesen Terminal building in the northwest corner of the inner core at Denver International Airport, 8400 Pena Blvd., Denver, Colorado 80249, and beginning at 9am. A site visit will be conducted immediately following the pre-proposal conference.

Proposals Due: Proposals in response to the RFP will be due no later than 2:00 PM, LOCAL TIME, December 19, 2014 and must be submitted to Gerard Stafford, Business Management Services Office, Room 8810, Denver International Airport, 8500 Pena Blvd., Denver, CO 80249.

Goals Ordinance Independent Partnerships: The City and County of Denver encourages, but does not require, participation of independent partnerships with SBEs, MBEs, WBEs, and other business enterprises in supply chain activities, prime/subcontractor partnerships, and joint ventures for all contracts and purchase orders. Failure to participate or disclose this information will not impact the award of the contract or purchase order. Voluntary disclosure of such independent partnerships to the City, if any, will be forwarded the DSBO for recording purposes only.
