Jeppesen Terminal Fire Alarm Replacement

The Department of Aviation, City and County of Denver, has issued an Invitation for Bids for the construction project named above. Complete contract documents, including specifications, are available on the DIA Contract Procurement website at http://business.flydenver.com/bizops/bids.asp beginning May 22, 2015.

SEALED BIDS will be due no later than 2:00 PM, Tuesday, June 23, 2015 Local Time, delivered in the triple wide trailer, located within the DIA South Campus at 7128 North Trussville Street, Unit A, Denver, CO 80249 (F.K.A. 27301 E. 71st Ave, Unit #2). Bids must be time stamped no later than 2:00 PM, Tuesday, June 23, 2015, immediately after which a public bid opening will commence. Any bids to be submitted more than one hour prior to Bid Opening must be submitted at the office of Business Management Services, attention Letitia Harper, Room 8810, Airport Office Building (AOB), Denver International Airport, 8500 Peña Blvd., Denver, CO 80249-6340.

A MANDATORY PRE-BID CONFERENCE AND SITE INSPECTION will be held at 10:00 AM, Monday, June 1, 2015, in the triple wide trailer, located within the DIA South Campus at 7128 North Trussville Street, Unit A, Denver, CO 80249 (F.K.A. 27301 E. 71st Ave, Unit #2). A Mandatory site visit will be conducted immediately following the Pre-Bid Conference. Pre-registration is required to attend the site visit for all non-badged individuals. If you are a current badge holder at DIA, please bring your security badge.

MANDATORY PRE-REGISTRATION FOR SITE VISIT:

A site visit to the proposed opportunity location(s) will immediately follow the conference. This

will be your only opportunity to visit the location. All parties interested in attending the site visit, if not already badged at DIA, must pre-register by providing full legal first and last name, date of birth, government issued identification number and state or country of issue including expiration date, company or organization, and phone number to contract.procurement@flydenver.com (with this specific opportunity identified in the subject line) by 2:00 PM, Thursday, May 28, 2015.

Attendees must present to security personnel the government issued picture identification that was used for pre-registration before a visitor’s badge will be issued. There will be no exceptions.

GENERAL STATEMENT OF WORK AND COST ESTIMATE:

The Jeppesen Terminal Fire Alarm Replacement Scope of Work includes replacement of the fire alarm devices, wiring, accessories and migration of the fire alarm system from EST to SimplexGrinnell as described in the Specification and Contract Documents and shown in the Contract Drawings. Fire alarm coverage for the Jeppesen Terminal must be maintained throughout the project, and the system cannot be offline for more than 10 hours for each 24 period. This project requires extensive night work the cost of which must be included in any bid for the work. Migration procedures, sequences and project schedules are critical. The scope of work includes wiring, device installation pre-testing, Designer of Record testing support, Denver Fire Department testing support and verification and installation of door frame labels provided by DIA which are matched with fire alarm addresses.

The SimplexGrinnell fire alarm panels and network connections are already in place under other contracts. Fire alarm work not included in this contract includes the Hotel Transit Center project and the North Terminal fire alarm installations, but coordination with other work including other fire alarm projects in mandatory. SimplexGrinnell equipment, engineering, shop drawings, and programming as well as EST system deprogramming are pre-purchased equipment and services which will be provided to the contractor by DIA at no cost to the contractor. Building permit costs are paid directly to the City & County of Denver by Denver International Airport. The DIA ROCIP insurance program provides insurance coverage for this project.

PREQUALIFICATION: Each bidder must be pre-qualified in the Specialty Category 4: Fire Alarm with previous fire alarm experience at the $750,000.00 level. Prequalification applications are due at least ten (10) calendar days prior to the bid opening date. Prequalification applications must be submitted to the Department of Public Works, Prequalification Section, 201 West Colfax Avenue, Department 506, Denver, Colorado 80202. MINORITY/WOMEN BUSINESS ENTERPRISE GOAL: Pursuant to Article III, Division 1 of Chapter 28 of the Denver Revised Municipal Code, the Project goal of 20% must be met with certified participants, or through the demonstration of a sufficient good faith effort. For compliance with good faith requirements, the M/WBE percentage solicitation level required for this project is 100%.

As its best interests may appear, the CEO reserves the right to reject any or all bids and to waive informalities in bids.
