NOTICE OF INVITATION FOR PROPOSALS

Denver, Colorado December 1, 2015

The Department of Aviation, City and County of Denver, has issued an Invitation for Proposals for the construction project named above. Complete contract documents, including specifications, are available on the DIA Contract Procurement website at http://business.flydenver.com/bizops/bids.asp beginning December 1, 2015.

SEALED PROPOSALS will be received no later than 2:00 P.M., Local Time, Tuesday, January 12, 2016 and delivered to Letitia Harper, Room 8810, Airport Office Building (AOB), Denver International Airport, 8500 Peña Blvd., Denver, CO 80249-6340 and accessed by the Concourse A Walking Bridge. Respondents should submit the Cost Proposal and six (6) proposals in Adobe format on separate media (i.e. USB Flash Drive, Compact Disc, etc.) indicating Contract number, Contract name and respondents organization.

A PRE-PROPOSAL CONFERENCE will be held at 1:00 PM, Thursday, December 10, 2015, in the triple wide trailer, located within the DIA South Campus at 7128 North Trussville Street, Unit A, Denver, CO 80249 (F.K.A. 27301 E. 71st Ave, Unit #2).

GENERAL STATEMENT OF WORK: The Department of Aviation for the City and County of Denver is requesting proposals for the purposes of selecting two firms for the purposes of furnishing all labor, tools, supplies, equipment, and materials necessary for and required to perform all of the Work described, drawn, set forth, shown and included in said Contract Documents.

A Three (3) year-long contract for repairs, primarily to the Airfield Infrastructure. At the conclusion of the initial 3 year term, the City at its discretion may elect to extend the term for two additional one year periods. Work may include installation, repairs to or replacement of any infrastructure (excluding buildings) within or pertaining to, primarily the Airfield, but does not preclude Landside Task Orders. This work may include, but is not limited to the following:

• Demolition

• Earthwork and Turf

• Concrete Paving

• Asphalt Paving

• Special Structures; Manholes and Retaining Walls

• Fencing

• Drainage, Erosion Control and Utilities

• Lighting and Signage

• Pavement Marking

• Spall and Joint Repair

• Joint and Crack Sawing, Routing and Sealing with P-604 and P-605

• Traffic Control and Haul Route Flagging/Monitoring

• Mobilization

PREQUALIFICATION: Each proposer must be pre-qualified in the category of 1(A) Civil: General or 1F(2) Civil: Roadway and Paving; Concrete at the $1,500,000.00 level, in accordance with the City's Rules and Regulations Governing Prequalification of Contractors. Each proposer must have submitted a prequalification application a minimum of ten (10) calendar days prior to the bid opening date. Applications must be submitted to the Department of Public Works, Prequalification Section, 201 West Colfax Avenue, Department 506, Denver, Colorado 80202. DEFINED POOL SELECTION REQUIREMENTS AND SMALL BUSINESS PARTICIPATION: Contracts entered into under this contract are subject to Article VI, Division 1 of Chapter 28 of the Denver Revised Municipal Code, and are excluded from the coverage of Article III, Division 3 of Chapter 28, D.R.M.C. Contractor SBE certification in accordance with Section 28-206, D.R.M.C. shall be a condition of responsiveness and award will only be made to responsive final project-specific SBE contractors. An additional 14% mandatory SBE participation must be achieved through the utilization of certified SBE subcontractors or suppliers for this Contract.

MISCELLANEOUS: As its best interests may appear, the City and County of Denver reserves the right to reject any or all proposals and to waive informalities in proposals.
