REQUEST FOR PROPOSALS

ON-CALL ENERGY MASTER PLANNING

Denver, Colorado July 15, 2015

Description: The Department of Aviation for the City and County of Denver is requesting proposals for the purposes of selecting a firm(s) to provide task-based On-Call services to assist DEN in developing an Energy Master Plan considering DENs current infrastructure as well as growth plans and including energy use, demand and supply. Criteria include reliability, flexibility and redundancy, cost effectiveness and life-cycle costs, and greenhouse gas reduction and environmental sustainability; The first task is to review existing DEN energy related studies and documents as well as existing DEN energy usage data, and based on this information to create a detailed scope and schedule for development of the final Master Plan and for keeping that plan updated.

Documents Available: Request for Proposal (RFP) documents will be available on the DIA Contract Procurement website at http://business.flydenver.com/bizops/rfp.asp beginning July 15, 2015.

Proposals Due: Proposals in response to the RFP will be due no later than 2:00 PM, Local Time, Tuesday, August 25, 2015 and must be submitted to Letitia Harper, Business Management Services Office, Room 8810, Denver International Airport, 8500 Pena Blvd., Denver, CO 80249.

Pre-Proposal Conference: A Pre-Proposal Conference will be held at 1:00 PM, Wednesday, July 22, 2015 in the triple wide trailer, located within the DIA South Campus at 7128 North Trussville Street, Unit A, Denver, CO 80249 (F.K.A. 27301 E. 71st Ave, Unit #2).

Minority Business Enterprise and Women Business Enterprise Participation: Professional design and construction services contracts made and entered into by the City and County of Denver are subject to Article III, Divisions 1 and 3 of Chapter 28 of the Denver Revised Municipal Code (D.R.M.C.), and all Minority Business Enterprise and Women Business Enterprise Utilization adopted by the Director of the Division of Small Business Opportunity (DSBO).

Article III, Divisions 1 and 3 of Chapter 28 of the D.R.M.C. directs the Director of DSBO to establish a project goal for expenditures on professional design and construction services work contracted by the City and County of Denver. The specific goal for this project is 25% Minority Business Enterprise (MBE) and Women Business Enterprise (WBE) participation.
