NOTICE OF INVITATION FOR BIDS

TAXIWAY EC PAVEMENT REHABILITATION
The Department of Aviation, City and County of Denver, has issued an Invitation for Bids for the construction project named above. Complete contract documents, including specifications, are available on the DIA Contract Procurement website at http://business.flydenver.com/bizops/bids.asp.
SEALED BIDS will be due no later than 1:00 PM Local Time, Thursday, February 4, 2016, delivered in the triple wide trailer, located within the DIA South Campus at 7128 North Trussville Street, Unit A, Denver, CO 80249 (F.K.A. 27301 E. 71st Ave, Unit #2). Bids must be time stamped no later than 1:00 PM Local Time, immediately after which a public bid opening will commence. Any bids to be submitted more than one hour prior to Bid Opening must be submitted at the office of Business Management Services, attention Letitia Harper, Room 8810, Airport Office Building (AOB), Denver International Airport, 8500 PeŮa Blvd., Denver, CO 80249-6340.
GENERAL STATEMENT OF WORK
Rehabilitate Taxiway ECís concrete pavement by removing and replacing deteriorated slabs that measure 25-feet by 25-feet. Replace airfield lighting components removed with the pavement. Rehabilitate a small area of Allium St. access road. Install drain pipe to an electrical manhole.
Each bidder must be pre-qualified in the Category 1 Civil; (F) Roadway and Paving: Concrete, at the $6,000,000.00 level, in accordance with the City's Rules and Regulations Governing Prequalification of Contractors. Each bidder must have submitted a prequalification application a minimum of ten (10) calendar days prior to the bid opening date. Prequalification applications must be submitted to the Department of Public Works, Prequalification Section, Dept. 614, 201 West Colfax Avenue, Denver, CO 80202. A MANDATORY PRE-BID CONFERENCE AND SITE INSPECTION will be held at 10:00 AM, Wednesday, January 20, 2016, in the triple wide trailer, located within the DIA South Campus at 7128 North Trussville Street, Unit A, Denver, CO 80249 (F.K.A. 27301 E. 71st Ave, Unit #2). A Mandatory site visit will be conducted immediately following the Pre-Bid Conference. Pre-registration is required to attend the site visit for all non-badged individuals. If you are a current badge holder at DIA, please bring your security badge.
MANDATORY PRE-REGISTRATION FOR SITE VISIT:
A site visit to the proposed opportunity location(s) will immediately follow the conference. This
will be your only opportunity to visit the location. All parties interested in attending the site visit, if not already badged at DIA, must pre-register by providing full legal first and last name, date of birth, government issued identification number and state or country of issue including expiration date, company or organization, and phone number to firstname.lastname@example.org (with this specific opportunity identified in the subject line) by 2:00 PM, Friday, January 15, 2016.
Attendees must present to security personnel the government issued picture identification that was used for pre-registration before a visitorís badge will be issued. There will be no exceptions.
DISADVANTAGED BUSINESS ENTERPRISE PARTICIPATION
Federally-funded construction, reconstruction, remodeling, and professional design services contracts made and entered into by the City and County of Denver are subject to Federal statutes and regulations regarding Disadvantaged Business Enterprise participation.
The Director of the Division of Small Business Opportunity (DSBO) is authorized to establish project goals for expenditures on construction, reconstruction and remodeling and professional design services work let by the City and County of Denver. The specific goal for this project is 7% Disadvantaged Business Enterprise (DBE).
The project goal must be met with certified participants as set forth in 49 CFR Part 26 or through the demonstration of a sufficient good faith effort under 49 CFR Part 26.
The Director of the Division of Small Business Opportunity urges all participants in the construction, reconstruction, remodeling, and professional design services projects not to discriminate against women and minorities or any other persons and to assist in achieving these goals.
As its best interests may appear, the City and County of Denver reserves the right to reject any or all bids and to waive informalities in bids.
The work under the Contract is subject to minimum wage rates established by the City and County of Denver Career Service Board.
