Concourse A & C Ventilation and Smoke Control Fan Upgrades
The Department of Aviation, City and County of Denver, has issued an Invitation for Bids for the construction project named above. Complete contract documents, including specifications, are available on the DIA Contract Procurement website at http://business.flydenver.com/bizops/bids.asp.
SEALED BIDS will be due no later than 2:00 PM, Tuesday, February 16, 2016 Local Time, delivered in the triple wide trailer, located within the DIA South Campus at 7128 North Trussville Street, Unit A, Denver, CO 80249 (F.K.A. 27301 E. 71st Ave, Unit #2). Bids must be time stamped no later than 2:00 PM, Tuesday, February 16, 2016, immediately after which a public bid opening will commence. Any bids to be submitted more than one hour prior to Bid Opening must be submitted at the office of Business Management Services, attention Matt Tachibana, Room 8810, Airport Office Building (AOB), Denver International Airport, 8500 Peña Blvd., Denver, CO 80249-6340.
GENERAL STATEMENT OF WORK
Scope will include new Smoke Control Fans (SCF) that will remove smoke from the Concourse Basements as commanded by the existing fire alarm system and HVAC controls and which will convert the existing damper system into a ventilation only system using slightly different approaches for the areas described as the “sub-cores” and the “center-cores”
• In the areas defined as the “sub-cores” the scope will create a separate smoke control fan / system which is independent of the existing system. Use the existing system as a ventilation only system.
• In the areas defined as the “center-cores”, the design will generally connect the ventilation and smoke removal systems together at the chase using the common air path via a “plenum box tie-in” with ductwork.
Demolition of portions of the existing systems, associated ductwork, controls, dampers, appurtenances, supports, electrical work, etc. for all disciplines.
New smoke exhaust fans shall be hung from upper structure and/or not supported from the floor which is heaving.
Electrical and Mechanical Work:
• Electrical: Demolition of circuits or conduit as minimally necessary to support mechanical ductwork demolition. Installation of new circuits and MCC circuit breakers (as required) to serve new independent smoke control fans. New soft start motor starters for new smoke control fans. Existing circuits for existing ventilation fans to remain. Controls will be accommodated via the existing building automation system (BAS) to ensure that both fans do not operate at the same time. No adjustment to system electrical capacity is included.
• Mechanical: Ductwork demolition, fan demolition, etc. and new ductwork, fans, controls, etc.
Contractor shall include the commissioning and testing and balancing of all fans to the satisfaction of the AHJ. Contractor shall provide a phasing plan per the contract documents or provide one of their own that is to the satisfaction of the AHJ. VSCF fan systems, ductwork, dampers, systems shall be UL listed and rated for design temperatures and service as required by NFPA 92 and applicable code.
Each bidder must be pre-qualified in the category of 2(c) Buildings: Mechanical, at the $3,000,000.00 level, in accordance with the City's Rules and Regulations Governing Prequalification of Contractors. Each bidder must have submitted a prequalification application a minimum of ten (10) calendar days prior to the bid opening date. Prequalification applications must be submitted to the Department of Public Works, Prequalification Section, Dept. 614, 201 West Colfax Avenue, Denver, CO 80202. PRE-BID CONFERENCE AND INSPECTION
A MANDATORY PRE-BID CONFERENCE AND SITE INSPECTION will be held at 2:00 PM, Tuesday, January 26, 2016, in the triple wide trailer, located within the DIA South Campus at 7128 North Trussville Street, Unit A, Denver, CO 80249 (F.K.A. 27301 E. 71st Ave, Unit #2). A site visit will be conducted immediately following the Pre-Bid Conference. A Mandatory site visit will be conducted immediately following the Pre-Bid Conference. Pre-registration is required to attend the site visit for all non-badged individuals. If you are a current badge holder at DIA, please bring your security badge.
MANDATORY PRE-REGISTRATION FOR SITE VISIT:
A site visit to the proposed opportunity location(s) will immediately follow the conference. This will be your only opportunity to visit the location. All parties interested in attending the site visit, if not already badged at DIA, must pre-register by providing full legal first and last name, date of birth, government issued identification number and state or country of issue including expiration date, company or organization, and phone number to firstname.lastname@example.org (with this specific opportunity identified in the subject line) by 2:00 PM, Thursday, January 21, 2016.
MINORITY/WOMEN BUSINESS ENTERPRISE PARTICIPATION:
Pursuant to Article III, Division 1 of Chapter 28 of the Denver Revised Municipal Code, the Project goal of 15% must be met with certified participants, or through the demonstration of a sufficient good faith effort. For compliance with good faith requirements, the M/WBE percentage solicitation level required for this project is 100%.
As its best interests may appear, the City and County of Denver reserves the right to reject any or all bids and to waive informalities in bids.
The work under the Contract is subject to minimum wage rates established by the City and County of Denver Career Service Board.
