Re-circuit and Rehabilitate Concourses Taxiways Lighting
The Department of Aviation, City and County of Denver, has issued an Invitation for Bids for the construction project named above. Complete contract documents, including specifications, are available on the DEN Contract Procurement website at:
SEALED BIDS will be due, and must be time stamped, no later than 2:00 PM Local Time, Thursday, July 7, 2016, delivered in the triple wide trailer, located within the DEN South Campus at 7128 North Trussville Street, Unit A, Denver, CO 80249 (F.K.A. 27301 E. 71st Ave, Unit #2). Immediately after receipt of the bids a public bid opening will commence. Any bids to be submitted more than two hours prior to Bid Opening must be submitted at the office of Business Management Services, attention Amy Kuchno, Room 8810, Airport Office Building (AOB), Denver International Airport, 8500 Peña Blvd., Denver, CO 80249-6340.
Award of the Work outlined in this procurement is contingent on the City’s receipt of Federal funding for the project. The City reserves the right to terminate this procurement any time before or after award. By submitting a bid for the project, the Bidder consents to this right of termination and waives any claim of liability against the City if the City terminates this project.
GENERAL STATEMENT OF WORK
Rehabilitate Taxiways AA, AS, AN, BS, BN, CS, and CN centerline lighting circuits by removing and replacing fixtures, transformers, cable, and regulators. The existing quartz fixtures will be replaced with new LED fixtures. Concurrently, re-circuit Taxiways AN, BS, BN, and CS centerline lights to enable switching identified segments on/off under deployed snow melters. The re-circuiting portion of the scope includes additional cable, regulators, and switches.
Each bidder must be pre-qualified in the specialty category of Airfield Lighting Systems, at the $3,000,000.00 level, in accordance with the City's Rules and Regulations Governing Prequalification of Contractors. Each bidder must have submitted a prequalification application a minimum of ten (10) calendar days prior to the bid opening date. Prequalification applications must be submitted to the Department of Public Works, Prequalification Section, Dept. 614, 201 West Colfax Avenue, Denver, CO 80202. A Pre-Bid Conference will be held at 1:00 PM, Monday, June 20, 2016, in the triple
wide trailer, located within the DEN South Campus at 7128 North Trussville Street, Unit A,
Denver, CO 80249 (F.K.A. 27301 E. 71st Ave, Unit #2). A site visit will not be conducted immediately following the Pre-Bid Conference.
Any questions must be submitted in writing by email to firstname.lastname@example.org, must have the words “Request for Clarification” and “Re-circuit and Rehabilitate Concourses Taxiways Lighting, 201627424” in the email subject line, and must be received no later than ten (10) calendar days before the date and time set for receipt of Bids.
DISADVANTAGED BUSINESS ENTERPRISE PARTICIPATION
Federally-funded construction, reconstruction, remodeling, and professional design services contracts made and entered into by the City and County of Denver are subject to Federal statutes and regulations regarding Disadvantaged Business Enterprise participation.
The Director of the Division of Small Business Opportunity (DSBO) is authorized to establish project goals for expenditures on construction, reconstruction and remodeling and professional design services work let by the City and County of Denver. The specific goal for this project is ¬¬ 15% Disadvantaged Business Enterprise (DBE).
The project goal must be met with certified participants as set forth in 49 CFR Part 26 or through the demonstration of a sufficient good faith effort under 49 CFR Part 26.
The Director of the Division of Small Business Opportunity urges all participants in the construction, reconstruction, remodeling, and professional design services projects not to discriminate against women and minorities or any other persons and to assist in achieving these goals.
As its best interests may appear, the City and County of Denver reserves the right to reject any or all bids and to waive informalities in bids.
The work under the Contract is subject to minimum wage rates established by the City and County of Denver Career Service Board.
