REQUEST FOR PROPOSALS

2016 MEP ON-CALL DESIGN SERVICES

Denver, Colorado September 8, 2016

In accordance with procedures described herein, you are hereby invited to submit a proposal for the subject project which is described in the Sample Agreement and Scope of Work attached hereto. The work under this Agreement is anticipated to start on or about January/2017 and has a scheduled duration of approximately 2 years.

Description

The Department of Aviation for the City and County of Denver is requesting proposals for the purposes of selecting a company(s) to provide mechanical engineering, electrical engineering and cost estimating services on an as needed basis. Services may include: programming; testing; performing studies; providing preliminary designs; site inspections; construction documents, plans, specifications, cost estimates preparation and construction administration for various mechanical and electrical systems additions, improvements and modifications. All tasks will be completed by individual task order.

Proposal Submittal Location

Six electronic copies (on flash drives) of the proposal which shall be prepared in accordance with the Instructions to Proposers attached hereto. Proposals must be addressed and forwarded to the following location: Cristina Lopez, Business Management Services (Procurement), Administration Office Building (AOB), Room 8810, Denver International Airport, 8500 Pena Boulevard, Denver, Colorado 80249-6340. Other correspondence regarding this RFP shall also be sent to this address.

Proposals Due

All proposals must be sealed and identified as to content and be received by the above-named Denver International Airport Office not later than 2:00 PM, LOCAL TIME, Tuesday, September 30, 2016. Proposals received after this time will be rejected by the City and returned to the Proposer unopened. Proposals shall be valid for 90 days after the deadline for delivering the proposal.

Pre-Proposal Conference

A Pre-Proposal Conference will be held at 2:00 PM, LOCAL TIME, Wednesday, September 14, 2016, in the DIA South Campus at 7128 North Trussville Street, Unit A, Denver, CO 80249 (F.K.A. 27301 E. 71st Ave, Unit #2). At this conference, City representatives will explain the opportunity. At this conference, City representatives will answer questions regarding this RFP, including any written questions submitted to the City prior to the conference. The City will not answer any telephone inquiries about this RFP. Written questions are due by 2:00 PM, LOCAL TIME, Wednesday, September 21, 2016 and shall be submitted to Cristina Lopez via Email: contract.procurement@flydenver.com in WORD format or in the body of an email (not pdf). All questions and answers will be posted on the DEN Contract Procurement website at http://business.flydenver.com/bizops/rfp.asp following the deadline for submittal of questions.

In the event the City desires further information or clarification of the proposals received, the City may, at its option, elect to interview one or more of the Proposers.

Minority Business Enterprise and Women Business Enterprise Participation

Professional design and construction services contracts made and entered into by the City and County of Denver are subject to Article III, Divisions 1 and 3 of Chapter 28 of the Denver Revised Municipal Code, (D.R.M.C.) and all Minority Business Enterprise and Women Business Enterprise Utilization and Equal Employment Opportunity Rules and Regulations adopted by the Director of the Division of Small Business Opportunity (DSBO).

Article III, Divisions 1 and 3 of Chapter 28 of the D.R.M.C. directs the Director of the Division of Small Business Opportunity to establish a project goal for expenditures on professional design and construction services work contracted by the City and County of Denver. The specific goal for this project is 25% Minority Business Enterprise and Women Business Enterprise (M/WBE).

Project goals must be met with certified participants as set forth in Section 28-65, D.R.M.C. or through the demonstration of a sufficient good faith effort under Section 28-67, D.R.M.C. For compliance with good faith effort requirements under Section 28-67 (b) (2) a. the proposer must solicit the interest of 100% of the firms certified as MBEs and WBEs in the scopes of work of the contract.

The Director of the Division of Small Business Opportunity urges all participants in City professional design and construction services projects to assist in achieving these goals.
