Concourse Expansion CMR

Denver, Colorado November 25, 2016

Description: The Department of Aviation for the City and County of Denver is requesting proposals for the purposes of selecting a firm(s) for the construction of the Concourse Expansion CMR. This project is part of a concourse expansion program that will be completed using Construction Manager at Risk (CMR) delivery and will include program validation, design development, design and construction phases. Construction will be completed with Component GMPs to fast-track the project schedule. The Concourse Expansion CMR will include the design of 11 new contact airline gates and construct 15 new hold-rooms. This expansion will have a basement and two additional sub-cores with commercial concession space, office space, and international nodes. The apron paving and jet fuel distribution systems are also included in the scope of work.

The City may elect to select multiple contracts for construction of this project including additional expansion projects such as Concourse A East and Concourse C East. The Concourse A East expansion will include the design of 12 new contact airline gates with the construction of 15 new passenger hold-rooms. The Concourse C East expansion will include the design of 14 new contact airline gates and 16 new hold-rooms. Both expansions will have a basement and two additional sub-cores with commercial concession space. Additional international gates and office space will also be constructed in the Concourse A East expansion, but are not included in the Concourse C East expansion.

Prequalification: Each bidder must be prequalified in 2A (General Building) at the $25,000,000.00 monetary level in accordance with the City’s Rules and Regulations Governing Prequalification of Contractors; AND each bidder must submit a Project Specific Permission Application due to the specialized nature of this project. Each bidder must have submitted a prequalification application a minimum of ten (10) calendar days prior to the bid opening date. Documents Available: Request for Proposal (RFP) documents will be available on the DEN Contract Procurement website at http://business.flydenver.com/bizops/rfp.asp beginning November 23, 2016.

Proposals Due: Proposals in response to the RFP will be due no later than 2:00 PM, LOCAL TIME, Friday, December 23, 2016 and must be submitted to Nathan Jones, Business Management Services Office, Room 8810, Denver International Airport, 8500 Pena Blvd., Denver, CO 80249.

Pre-Proposal Conference: A Pre-Proposal Conference will be held at 2:00 p.m., Friday, December 2, 2016 at the WorldPort Site located at 24735 East 75th Avenue, Suite 100, Denver, CO 80249, Conference Room H.

Minority Business Enterprise and Women Business Enterprise Participation: Professional design and construction services contracts made and entered into by the City and County of Denver are subject to Article III, Divisions 1 and 3 of Chapter 28 of the Denver Revised Municipal Code (D.R.M.C.), and all Minority Business Enterprise and Women Business Enterprise Utilization adopted by the Director of the Division of Small Business Opportunity (DSBO).

Article III, Divisions 1 and 3 of Chapter 28 of the D.R.M.C. directs the Director of DSBO to establish a project goal for expenditures on professional design and construction services work contracted by the City and County of Denver. The specific goal for this project is 24% Minority Business Enterprise (MBE) and Women Business Enterprise (WBE) participation.
