INVITATION FOR BIDS

RUNWAY 8-26 COMPLEX PAVEMENT REHABILITATION

CONTRACT NO. 201732479

The Department of Aviation, City and County of Denver, has issued an Invitation for Bids for the construction project named above. Complete contract documents, including specifications, are available by February 27, 2017, on the DEN Contract Procurement website at:

SEALED BIDS will be due, and must be time stamped, no later than 2:00 PM, March 13, 2017 Local Time, delivered in the triple wide trailer, located within the DEN South Campus at 7128 North Trussville Street, Unit A, Denver, CO 80249 (F.K.A. 27301 E. 71st Ave, Unit #2). Immediately after receipt of the bids a public bid opening will commence. Any bids to be submitted more than two hours prior to Bid Opening must be submitted at the office of Business Management Services, attention Tony Deconinck, Room 8810, Airport Office Building (AOB), Denver International Airport, 8500 Peña Blvd., Denver, CO 80249-6340.

GENERAL STATEMENT OF WORK

Rehabilitate the concrete pavement in the Runway 8-26 Complex, including Taxiway R and its connectors, and Taxiways L and M from RW 8-26 south to, but not including the intersection with Taxiway ED, by removing and replacing deteriorated slabs that measure 20-feet by 18.75-feet. Replace light bases and conduit that have been removed with the pavement. Remove the existing in-pavement L.E.D. lighting fixtures at the beginning of the project, safely store them during construction, and re-install them at the conclusion of the project. Restore approximately 12 acres of ground in the runway safety area. Widen the Taxiways L and M safety areas from Airplane Design Group 4 standards to Group 5 that total about 16 acres. Construct a new TW DS stub west of TW L and construct a new TW DS connector between TWs L and M. Remove and replace the RW 26 threshold light bar. Construct airfield lighting and electrical improvements. Upgrade the existing Vaisala runway surface condition sensor system. Construct improvements on Great Rock Street consisting of asphalt between RW 8-26 and TW ED. Refresh pavement markings in the project limits. Repair spalls in the concrete pavement. Remove and replace deteriorated joint sealant.

PREQUALIFICATION

Each bidder must be pre-qualified in the category of 1F(2) – Concrete at the $25,000,000 monetary level, in accordance with the City's Rules and Regulations Governing Prequalification of Contractors. Each bidder must have submitted a prequalification application a minimum of ten (10) calendar days prior to the bid opening date. Prequalification applications must be submitted to the Department of Public Works, Prequalification Section, Dept. 614, 201 West Colfax Avenue, Denver, CO 80202. PRE-BID CONFERENCE

A Pre-Bid Conference will be held at 10:00 AM local time, March 2, 2017, in the triple

wide trailer, located within the DEN South Campus at 7128 North Trussville Street, Unit A,

Denver, CO 80249 (F.K.A. 27301 E. 71st Ave, Unit #2). A site visit will not be conducted immediately following the Pre-Bid Conference.

Any questions must be submitted in writing by email to contract.procurement@flydenver.com, must have the words “Request for Clarification” and “Runway 8-26 Complex Pavement Rehabilitation, 201732479” in the email subject line, and must be received no later than seven (7) calendar days before the date and time set for receipt of Bids.

DISADVANTAGED BUSINESS ENTERPRISE PARTICIPATION

Federally-funded construction, reconstruction, remodeling, and professional design services contracts made and entered into by the City and County of Denver are subject to Federal statutes and regulations regarding Disadvantaged Business Enterprise participation.

The Director of the Division of Small Business Opportunity (DSBO) is authorized to establish project goals for expenditures on construction, reconstruction and remodeling and professional design services work let by the City and County of Denver. The specific goal for this project is ¬¬ 15% Disadvantaged Business Enterprise (DBE).

The project goal must be met with certified participants as set forth in 49 CFR Part 26 or through the demonstration of a sufficient good faith effort under 49 CFR Part 26.

The Director of the Division of Small Business Opportunity urges all participants in the construction, reconstruction, remodeling, and professional design services projects not to discriminate against women and minorities or any other persons and to assist in achieving these goals.

MISCELLANEOUS

As its best interests may appear, the City and County of Denver reserves the right to reject any or all bids and to waive informalities in bids.

The work under the Contract is subject to prevailing wage rates established by the City and County of Denver Career Service Board.
