On-Call Environmental Testing Services

The Department of Aviation for the City and County of Denver is requesting proposals for the purposes of selecting a firm(s) to provide on-call consulting services for asbestos detections and abatement recommendations, lead-based paint inspections and reporting, and industrial hygiene consulting at DEN.

Scope includes sampling and testing for asbestos in buildings and soils; sampling for lead-based paint; and conducting personal exposure air monitoring, ventilation surveys, investigating mold issues, and indoor air quality assessments. Scope of project also includes design of abatement or containment methods. The services are to be rendered on Denver International Airport property, primarily inside facilities.

Request for Proposal (RFP) documents will be available on the DIA Contract Procurement website at http://business.flydenver.com/bizops/rfp.asp beginning Tuesday, August 15, 2017.

Proposals Due

Proposals in response to the RFP will be due no later than 2:00 PM, LOCAL TIME, Wednesday, September 6, 2017 and must be submitted to Cecilia Lawson, Business Management Services Office, Room 8810, Denver International Airport, 8500 Pena Blvd., Denver, CO 80249. Proposals received after this time will be rejected by the City and returned to the Proposer unopened. Proposals shall be valid for 90 days after the deadline for delivering the proposal.

Pre-Proposal Conference

A Pre-Proposal Conference will be held at 11:00 AM, LOCAL TIME, Tuesday, August 22, 2017 in the triple wide trailer, located within the DIA Airside Campus at 7128 North Trussville Street, Unit A, Denver, CO 80249 (F.K.A. 27301 E. 71st Ave, Unit #2). At this conference, City representatives will answer questions regarding this RFP, including any written questions submitted to the City prior to the conference. The City will not answer any telephone inquiries about this RFP. Written questions are due by 2:00 PM, LOCAL TIME, Monday, August 28, 2017 and shall be submitted to Cecilia Lawson via Email: [email protected] in WORD format or in the body of an email (not pdf). All questions and answers will be posted on the DEN Contract Procurement website at http://business.flydenver.com/bizops/rfp.asp following the deadline for submittal of questions.

Minority Business Enterprise and Women Business Enterprise Participation

It has been determined that this Professional design and construction services contract is subject to the defined pool selection requirements of Article VII, Chapter 28 of the Denver Revised Municipal Code (D.R.M.C.) (the “EBE Ordinance”) and Equal Employment Opportunity Rules and Regulations adopted by the Director of the Division of Small Business Opportunity (DSBO). Because this contract is subject to the EBE Ordinance, it is excluded from the coverage of Article III, Chapter 28 of the D.R.M.C.

Section 28-207, D.R.M.C. of Article VII authorizes the Director of the Division of Small Business Opportunity (DSBO) to designate selected design and construction service contracts to be restricted for award only to Small Business Enterprises (EBEs) participating in the defined pool selection program. The Director has designated this project solicitation and, under the program, award will be strictly limited to currently certified EBE proposers/joint venturers who comply with the requirements of Article VII. Proper EBE certification in accordance with Section 28-206, D.R.M.C. shall be a condition of responsiveness and award will only be made to responsive final project-specific EBE proposers. Under Section 28-208, D.R.M.C., compliance with this defined pool selection requirements shall be mandatory for all proposers and shall require a demonstration that each proposer is either: (1) a certified EBE consultant or (2) a qualified joint venture that includes a certified EBE consultant. In addition, each proposer must establish that such EBE will perform a commercially useful function. Each proposer shall submit the completed forms and other information required by DSBO to demonstrate compliance with the requirements of this Article VII. A determination by DSBO that a proposer has failed to comply with the defined pool selection requirements specified herein and set forth in Chapter VII and, as such, is non-responsive shall result in no further consideration of the submission by the Manager.
