Description: The Department of Aviation for the City and County of Denver is requesting proposals for the purposes of selecting two (2) companies to provide investigation of condition of various facilities and assets on an on-call, as-needed basis. Items that may be assessed may include but are not limited to: structural items such as roofs, walls, flooring and caissons; electrical supply and distribution gear; other utility distribution such as sewer, water or gas; HVAC systems; life safety-related equipment such as fire suppression and detection; specialized aviation related equipment such as lighting, aircraft service equipment or baggage handling; roadways, parking garages, bridges, and associated structures; public conveyances; public address systems; automated doorways; and fuel or chemical delivery systems.

Documents Available: Request for Proposal (RFP) documents will be available on the DEN Contract Procurement website at http://business.flydenver.com/bizops/rfp.asp by July 2, 2018.

Proposals Due: Proposals in response to the RFP will be due no later than 2:00 PM LOCAL TIME, JULY 31, 2018, and must be submitted to Tony Deconinck, Business Management Services Office, Room 8810, Denver International Airport, 8500 Pena Blvd., Denver, CO 80249.

Mandatory Pre-Proposal Conference: A Mandatory Pre-Proposal Conference will be held at 2:00 PM LOCAL TIME on July 19, 2018, in the City Conference Room, Main Terminal 6th level, Denver International Airport, 8500 Peña Blvd., Denver, Colorado 80249. At this conference, City representatives will explain the opportunity and answer questions regarding this RFP, including any written questions submitted to the City prior to the conference. The City will not answer any telephone inquiries about this RFP. Written questions are due by 5:00 PM LOCAL TIME on July 24, 2018, and shall be submitted to Tony Deconinck via email at [email protected] in WORD format (no PDFs please) or in the body of an email. All questions and answers will be posted on the DEN Contract Procurement website (Procurement website) at http://business.flydenver.com/bizops/rfp.asp following the deadline for submittal of questions.

For this procurement, proposers must attend the pre-proposal conference to meet the mandatory attendance requirement. While subcontractors are welcome to attend, a subcontractor’s attendance shall not fulfill the requirement of the mandatory pre-proposal conference if the proposer does not attend.

Following the Mandatory Pre-Bid Conference is a guided tour of some of the airport facilities related to this opportunity. This tour is voluntary; however, proposer attendance is strongly recommended. Proposer and DEN employees are required to pre-register for this tour by completing the following survey at: http://oncallfacilityassessment.eventbrite.com/?s=86783557.

Because areas of the airport require pre-authorized clearance, all tour participants must pre-register. It is anticipated that this tour will last approximately 1-2 hours. The cut-off time/date to pre-register for this tour is 4:00 PM on July 10, 2018.

Minority Business Enterprise and Women Business Enterprise Participation: Professional design and construction services contracts made and entered into by the City and County of Denver are subject to Article III, Divisions 1 and 3 of Chapter 28 of the Denver Revised Municipal Code, (D.R.M.C.) and all Minority Business Enterprise and Women Business Enterprise Utilization and Equal Employment Opportunity Rules and Regulations adopted by the Director of the Division of Small Business Opportunity (DSBO).

Pursuant to Article III, Division 1 and 3 of Chapter 28 of the Denver Revised Municipal Code, the project goal of 18% must be met with certified participants as set forth in Section 28-65, D.R.M.C. or through the demonstration of a sufficient good faith effort under Section 28-62 D.R.M.C. For compliance with good faith requirements under Section 28-62(b), the M/WBE percentage solicitation level required for this project is 100%.
