INVITATION FOR BIDS

HIGH LINE CANAL PHASE 4 AND SECTION 10 RESTORATION PROJECT

CONTRACT NO. 201736001

The Department of Aviation, City and County of Denver, has issued an Invitation for Bids for the construction project named above. Complete contract documents, including specifications, are available on the DEN Contract Procurement website at:

SEALED BIDS will be due, and must be time stamped, no later than 2:00 PM local time, September 29, 2017, delivered in the triple wide trailer, located within the DEN South Campus at 7128 North Trussville Street, Unit A, Denver, CO 80249 (F.K.A. 27301 E. 71st Ave, Unit #2). Immediately after receipt of the bids a public bid opening will commence. Any bids to be submitted more than two hours prior to Bid Opening must be submitted at the office of Business Management Services, attention Tony Deconinck Room 8810, Airport Office Building (AOB), Denver International Airport, 8500 Peña Blvd., Denver, CO 80249-6340.

GENERAL STATEMENT OF WORK

The project includes two tasks related to the Former Stapleton Airport site. The first task is the removal and replacement of the unsuitable soils used as backfill for the previous Highline Canal Phase 2 Remediation Project (HLC2) is required by the Colorado Department of Health and Environment (CDPHE) to maintain our No Action Determination (NAD) for unrestricted residential use for the site. The NAD is required as a condition of the MLDA for the transfer of the land for future development. The site is located within the City of Aurora in an area bounded by 25th Avenue on the south, Moline Street on the west, Peoria Street on the east and the future 26th Avenue on the north.

The second task is the restoration and cleanup of the Section 10 Concrete and Asphalt Recycling yard located north of 56th Ave. The cleanup of remaining concrete and asphalt waste and restoration site is required under the MLDA’s land transfer provisions and is a result of the bankruptcy of the Recycling Yard Permittee in 2015. All processed concrete and asphalt materials are in the process of being removed.

The unsuitable soils from both tasks will be transported and disposed at the Denver Arapahoe Disposal (DADs) facility.

PREQUALIFICATION

Each bidder must be pre-qualified in the category of 1B – Excavation and Grading, at the $3,000,000 monetary level, in accordance with the City's Rules and Regulations Governing Prequalification of Contractors. Each bidder must have submitted a prequalification application a minimum of ten (10) calendar days prior to the bid opening date. Prequalification applications must be submitted to the Department of Public Works, Prequalification Section, Dept. 614, 201 West Colfax Avenue, Denver, CO 80202. PRE-BID CONFERENCE

A mandatory Pre-Bid Conference will be held at 9:00 AM local time, September 14, 2017, at the Stapleton Redevelopment Office, located at 6735 E. 47th Avenue Drive, Unit D, Denver, CO 80216. A site visit will be conducted immediately following the Pre-Bid Conference.

Any questions must be submitted in writing by email to contract.procurement@flydenver.com, must have the words “Request for Clarification” and “High Line Canal Phase 4 and Section 10 Restoration Project, 201736001” in the email subject line, and must be received no later than ten (10) calendar days before the date and time set for receipt of Bids.

MINORITY/WOMEN BUSINESS ENTERPRISE PARTICIPATION

MINORITY/WOMEN BUSINESS ENTERPRISE GOAL: Pursuant to Article III, Division 1 and 3 of Chapter 28 of the Denver Revised Municipal Code, the Project goal of 24% M/WBE must be met with certified participants, or through the demonstration of a sufficient good faith effort. For compliance with good faith requirements, the M/WBE percentage solicitation level required for this project is 100%.

MISCELLANEOUS

As its best interests may appear, the City and County of Denver reserves the right to reject any or all bids and to waive informalities in bids.

The work under the Contract is subject to minimum wage rates established by the City and County of Denver Career Service Board.
