Description

The Department of Aviation for the City and County of Denver is requesting proposals for the purposes of selecting a firm(s) to provide professional utility locating services as defined by the Utility Notification Center of Colorado pursuant to Colorado State Statute 9-1.5-101 et seq.

Consultant shall be DENís designated agent to the Utility Notification Center of Colorado (UNCC) and comply will all requirements of a Tier 1 member of the UNCC and all applicable Colorado Statutes and requirements concerning underground utility locating. DEN is an owner and operator of underground facilities and, as required pursuant to Colorado State Statutes, DEN is a member (Tier 1) of the Notification Association.

Documents Available

Request for Proposal (RFP) documents will be available on the DIA Contract Procurement website at http://business.flydenver.com/bizops/rfp.asp beginning Thursday, September 28, 2017.

Proposals Due

Proposals in response to the RFP will be due no later than 2:00 PM, LOCAL TIME, Monday, October 30, 2017 and must be submitted to Cecilia Lawson, Business Management Services Office, Room 8810, Denver International Airport, 8500 Pena Blvd., Denver, CO 80249. Proposals received after this time will be rejected by the City and returned to the Proposer unopened. Proposals shall be valid for 90 days after the deadline for delivering the proposal.

Pre-Proposal Conference

A Pre-Proposal Conference will be held at 3:00 PM, LOCAL TIME, Thursday, October 12, 2017 in the triple wide trailer, located within the DIA Airside Campus at 7128 North Trussville Street, Unit A, Denver, CO 80249 (F.K.A. 27301 E. 71st Ave, Unit #2). At this conference, City representatives will answer questions regarding this RFP, including any written questions submitted to the City prior to the conference. The City will not answer any telephone inquiries about this RFP. Written questions are due by 2:00 PM, LOCAL TIME, Monday, October 23, 2017 and shall be submitted to Cecilia Lawson via Email: contract.procurement@flydenver.com in WORD format or in the body of an email (not pdf). All questions and answers will be posted on the DEN Contract Procurement website at http://business.flydenver.com/bizops/rfp.asp following the deadline for submittal of questions.

Minority Business Enterprise and Women Business Enterprise Participation

This project has been reviewed by DSBO and it has been determined that it is not subject to the DSBO Ordinance and therefore will not have an M/WBE goal assigned.

While the work performed under this contract is not subject to the DSBO Ordinance, the Director of the Division of Small Business Opportunity encourages all participants in City projects to seek independent partnerships with SBEs, MBEs, WBEs, and other business enterprises in supply chain activities, prime/subcontractor partnerships, and joint ventures for all contracts and purchase orders.

Professional design and construction services contracts made and entered into by the City and County of Denver are subject to Article III, Divisions 1 and 3 of Chapter 28 of the Denver Revised Municipal Code, (D.R.M.C.) and all Minority Business Enterprise and Women Business Enterprise Utilization and Equal Employment Opportunity Rules and Regulations adopted by the Director of the Division of Small Business Opportunity (DSBO).

Article III, Divisions 1 and 3 of Chapter 28 of the D.R.M.C. directs the Director of the Division of Small Business Opportunity to establish a project goal for expenditures on professional design and construction services work contracted by the City and County of Denver.

While there is no goal assigned to this project, the City and County of Denver encourages, but does not require, participation of independent partnerships with SBEs, MBEs, WBEs, and other business enterprises in supply chain activities, prime/subcontractor partnerships, and joint ventures for all contracts and purchase orders. Failure to participate or disclose this information will not impact the award of the contract or purchase order. Voluntary disclosure of such independent partnerships to the City, if any, will be forwarded the DSBO for recording purposes only.
