2018 Runway 7-25 Complex Lighting and Pavement Rehabilitation

Description

The Department of Aviation for the City and County of Denver is requesting proposals for the purposes of selecting a firm(s) to rehabilitate the Runway 7-25 Complex lighting system, pavement, and utility structures. The lighting system rehabilitation consists of removing and replacing fixtures, transformers, cables, airfield signs and regulators, and the in-pavement fixtures and the airfield signs will be L.E.D. The bidder will rehabilitate the Complex’s pavement by removing and replacing deteriorated concrete slabs; upgrade the existing passive pavement sensor system; install drainage to several electrical manholes; adjust the top elevation of several utility structures; and refresh the pavement markings.

Invitation for Bid (IFB) documents will be available on the DIA Contract Procurement website at http://business.flydenver.com/bizops/rfp.asp beginning November 28, 2017.

Bid Due Date

Sealed Bids will be due and must be time stamped, no later than 1:00 PM, LOCAL TIME, December 21, 2017 , delivered in the triple wide trailer, located within the DEN South Campus at 7128 North Trussville Street, Unit A, Denver, CO 80249 (F.K.A. 27301 E. 71st Ave, Unit #2). Immediately after receipt of the bids a public bid opening will commence. Any bids to be submitted more than two hours prior to Bid Opening must be submitted at the office of Contract Services, attention: Cecilia Lawson, Room 8810, Airport Office Building (AOB), Denver International Airport, 8500 Peña Blvd., Denver, CO 80249-6340.

Pre-Bid Conference

A Pre-Bid Conference will be held at 2:00 PM, LOCAL TIME, December 5, 2017 in the triple wide trailer, located within the DIA Airside Campus at 7128 North Trussville Street, Unit A, Denver, CO 80249 (F.K.A. 27301 E. 71st Ave, Unit #2). At this conference, City representatives will answer questions regarding this RFP, including any written questions submitted to the City prior to the conference. The City will not answer any telephone inquiries about this IFB. Written questions are due by 4:00 PM, LOCAL TIME, December 11, 2017 and shall be submitted to Cecilia Lawson via Email: contract.procurement@flydenver.com in WORD format or in the body of an email (not pdf). All questions and answers will be posted on the DEN Contract Procurement website at http://business.flydenver.com/bizops/rfp.asp following the deadline for submittal of questions.

Disadvantaged Business Enterprise Participation

This project has been reviewed by DSBO and it has been determined by the DSBO Ordinance and there will be a 14% Disadvantaged Business Enterprise (DBE) goal assigned for this opportunity.

Federally-funded construction, reconstruction, remodeling, and professional design services contracts made and entered into by the City and County of Denver are subject to Federal statutes and regulations regarding Disadvantaged Business Enterprise participation.

The Director of the Division of Small Business Opportunity (DSBO) is authorized to establish project goals for expenditures on construction, reconstruction and remodeling and professional design services work let by the City and County of Denver. The specific goal for this project is ¬¬ 14% Disadvantaged Business Enterprise (DBE).

The project goal must be met with certified participants as set forth in 49 CFR Part 26 or through the demonstration of a sufficient good faith effort under 49 CFR Part 26.

The Director of the Division of Small Business Opportunity urges all participants in the construction, reconstruction, remodeling, and professional design services projects not to discriminate against women and minorities or any other persons and to assist in achieving these goals.
