I. REQUEST FOR PROPOSAL (RFP) LETTER

RFP NO. 201737179 ON-CALL PROFESSIONAL DESIGN SERVICES – DEN REAL ESTATE

Denver, Colorado November 6, 2017

To Whom It May Concern:

In accordance with procedures described herein, you are hereby invited to submit a proposal for the subject project which is described in the Sample Agreement and Scope of Work attached hereto. The work under this Agreement is anticipated to start on or about March, 2018 and has a scheduled duration of approximately 3 years. The proposal must be prepared and submitted in accordance with the requirements and procedures contained in these proposal documents.

Compliance with these requirements by the Proposer is mandatory and is a condition of responsiveness. Any failure to satisfy these requirements will be a sufficient basis for the City and County of Denver (City) to disqualify the Proposer. The City shall not be liable for any of the Proposer’s expenses associated with its preparation of the proposal or the City’s consideration of it. The Proposer, if selected, shall not include any such expenses as part of its fee for performing the Scope of Work.

Description

The Department of Aviation for the City and the DEN Real Estate (RE) Division is seeking proposals for On-call Professional Services from well qualified teams specializing in design pre-development services for commercial real estate and public infrastructure projects to support DEN RE in its implementation of the framework vision established in the DEN Strategic Development Plan (SDP) (See Exhibit A). More than one consultant team may be selected through this RFP.

The SDP creates a long-term, 30+ year vision for the build-out of initial phases of DEN owned land, with a potential of 15,000,000 sf of commercial, industrial, and institutional development at full build-out. Using the SDP as a guide, the selected consultant teams will work collaboratively with DEN RE staff to provide DEN with the supporting due diligence needed to prepare property offerings and documents for development.

1. Services will be limited to pre-construction and due diligence services.

2. Firms must demonstrate experience, knowledge, ability and expertise in providing pre-development services to private sector clients for real estate development projects that required a mix of public and private financing mechanisms to deliver both commercial development and public infrastructure.

3. The term of any awarded contract will be three years with up to two (2) one year extensions.

4. Work will be authorized on a task-order basis. The Scopes of Work identified in the Anticipated Scope of Services will be used as a guide for the development of specific task orders.

DEN intends to select at least two separate teams; a Design Consultant Team (Urban Design and Architecture focused) and a Technical Consultant Team (Engineering and Environmental focused). DEN anticipates negotiating and executing separate Master Services Agreements (MSAs) with each selected Consultant Team. The specific capabilities and specialties required for each Team are listed in Proposal Narrative, Section C below. These capabilities and specialties may be filled by the Consultant or by subconsultant personnel. DEN reserves the right to request changes to proposed subconsultant teams at the time a MSA is negotiated.

DEN reserves the right to award multiple contracts through this RFP for either or both Scopes of Work and to reject any and all proposals, with or without cause. DEN also reserves the right to waive any informality or irregularity in any proposal it receives and to be the sole judge of the merits of the proposal it receives. All proposals shall be considered by DEN as an invitation to negotiate an Agreement.

Proposal Submittal Location

Two (2) electronic copies (on flash drives) and one (1) hard copy of the proposal which shall be prepared in accordance with the Instructions to Proposers attached hereto. Proposals must be addressed and forwarded to the following location: LaQuisha Shaw, Contract Services, Administration Office Building (AOB), Room 8810, Denver International Airport, 8500 Pena Boulevard, Denver, Colorado 80249-6340. Other correspondence regarding this RFP shall also be sent to this address.

Proposals Due

All proposals must be sealed and identified as to content and be received by the above-named Airport Office Building not later than 2:00 PM, LOCAL TIME, December 7, 2017. Proposals received after this time will be rejected by the City and returned to the Proposer unopened. Proposals shall be valid for 90 days after the deadline for delivering the proposal.

Pre-Proposal Conference

A Pre-Proposal Conference will be held at 10:00 AM, LOCAL TIME, November 14, 2017, in the DEN Press Room, located in the southwest corner of Jeppesen Main Terminal on Level 6. At this conference, City representatives will explain the opportunity and answer questions regarding this RFP, including any written questions submitted to the City prior to the conference. The City will not answer any telephone inquiries about this RFP. Written questions are due by 2:00 PM, LOCAL TIME, November 27, 2017 and shall be submitted to LaQuisha Shaw via Email: contract.procurement@flydenver.com in WORD format or in the body of an email (not pdf). All questions and answers will be posted on the DEN Contract Procurement website at http://business.flydenver.com/bizops/rfp.asp following the deadline for submittal of questions.

In the event the City desires further information or clarification of the proposals received, the City may, at its option, elect to interview one or more of the Proposers.

Minority Business Enterprise and Women Business Enterprise Participation

Minority and Women Business Enterprise Participation: The project goal of 20% must be met with certified participants as set forth in Section 28-65, D.R.M.C. or through the demonstration of a sufficient good faith effort under Section 28-62 D.R.M.C. For compliance with good faith requirements under Section 28-62(b), the M/WBE percentage solicitation level required for this project is 100%.
