Gate Apron Rehabilitation and Drainage Improvements (GARDI),

Northwest Quadrant, Concourse B

The Department of Aviation, City and County of Denver, has issued an Invitation for Bids for the construction project named above. Complete contract documents, including specifications, are available on the DEN Contract Procurement website at: http://business.flydenver.com/bizops/bids.asp.

SEALED BIDS will be due, and must be time stamped, no later than 2:00 PM Local Time, July 23, 2018 delivered in the triple wide trailer, located within the DEN South Campus at 7128 North Trussville Street, Unit A, Denver, CO 80249 (F.K.A. 27301 E. 71st Ave, Unit #2). Immediately after receipt of the bids a public bid opening will commence. Any bids to be submitted more than two hours prior to Bid Opening must be submitted at the office of Business Management Services, attention LaQuisha Shaw, Room 8810, Airport Office Building (AOB), Denver International Airport, 8500 Peña Blvd., Denver, CO 80249-6340.


This project consists of apron Portland Cement Concrete Pavement replacement/repair and drainage improvements of gate pavement around the Northwest Quadrant of Concourse B (10 gates). While replacing or repairing the apron paving, there will also be utility work, drainage improvements and the relocation of existing jet bridges and fixed walkways.

This project will require the following building permits: #1C – COMMCON, #2 – Soffit/Facia, #3 – Electrical Permit, #3A – Fire Alarm Permit, #3A – ECS Permit, #4 – Plumbing Permit, Commercial Fire Suppression (sprinkler) Installation Permit, #11 – Mechanical Permit.


Due to the specialized nature of this airfield project, a special category has been established for both the Prime Bidder and the Millwright Subcontractor.

Each Prime Bidder must be prequalified in the special category of Concrete Airfield Paving at the $25M level, in accordance with the City’s Rules and Regulations Governing Prequalification of Contractors. Due to the estimated project value, the Prime Bidder must apply for the special Concrete Airfield Paving category and also submit a Project Specific Permission Application.

Each Millwright Subcontractor must be prequalified in the special category of Millwright at the $3M level, in accordance with the City’s Rules and Regulations Governing Prequalification of Contractors.

As these are specialized prequalification categories, ALL Bidders and Millwright Subcontractors must have submitted a prequalification application a minimum of ten (10) calendar days prior to the bid date. A Bidder or Subcontractor who desires to be prequalified in the Specialty Category of Concrete Airfield Paving or Millwright must follow the application process, as detailed in the Rules for Prequalification of Construction Contractors, effective 4/1/13.

The Prequalification process requires the Prime Bidder to demonstrate experience in the Concrete Airfield Paving Category: Concrete runways, taxiways and aprons and/or related paving items, and concrete panel replacement. This includes associated excavation, full pavement section, and surface prep work. Experience in the use of FAA specifications and quality control requirements at a large commercial airport.

The Prequalification process requires the Subcontractor to demonstrate experience in the Millwright category: General installation, moving or re-assembling equipment and machinery. The prime function of Millwrights for this project is to provide removal, installation or repair equipment related to the passenger loading bridges and fixed walkways.

Primes and Subcontractors applying for one of the two Specialty Categories, as well as Project Specific Permission (Prime only) should demonstrate similar work experience within the last 5 years. Project experience should include the construction of thick concrete airfield pavement including both machine and hand pours, finishing, curing, saw cutting of joints for the Prime and removing and installing passenger loading and fixed bridges for the Subcontractor.

These project descriptions to be submitted with the Prequalification Application should also contain the following information:

• Project names and dates of completion

• Project scopes of work

• Position on the project (Construction Manager, Prime General Contractor, Subcontractor, etc.)

• Reference contact information

• Project bid prices

• Project completion dates

A Pre-Bid Conference will be held at 2:00 PM, June 28, 2018, in the triple-wide trailer, located within the DEN South Campus at 7128 North Trussville Street, Unit A, Denver, CO 80249 (mapping apps may show 27301 E. 71st Ave, Unit #2). A site visit will not be conducted immediately following the Pre-Bid Conference.

Any questions must be submitted in writing by email to contract.procurement@flydenver.com, must have the words “Request for Clarification” and “Gate Apron Rehabilitation and Drainage Improvements (GARDI), Northwest Quadrant, 201842636” in the email subject line, and must be received no later than July 13, 2018, at 2:00 p.m.


Pursuant to Article III, Division 1 and 3 of Chapter 28 of the Denver Revised Municipal Code, the Project goal of 13% M/WBE must be met with certified participants, or through the demonstration of a sufficient good faith effort. For compliance with good faith requirements, the M/WBE percentage solicitation level required for this project is 100%.


As its best interests may appear, the City and County of Denver reserves the right to reject any or all bids and to waive informalities in bids.

The work under the Contract is subject to minimum wage rates established by the City and County of Denver Career Service Board.
