CENTRAL UTILITY PLANT MECHANICAL SERVICES

Denver, Colorado January 30, 2019

The Department of Aviation for the City and County of Denver is requesting proposals for the purposes of selecting a company to provide emergency repair services on all installed Mechanical Equipment in the Utility Plant at Denver International Airport (DEN) including repairs of multiple OEM Manufacturers of Boilers, Chillers, Cooling Towers, Pumps, Motors, Electrical Switchgear and Transformers as well as Variable Fan Drives (VFD’s) and Building Automation Systems. The Contractor must be licensed by the Community Planning Division of the City & County of Denver for the work to be done and shall maintain a current license for the duration of the contract.

DEN requests that we understand the Mechanical contractor’s initial response time when called upon to make emergency repairs. DEN requests that the Mechanical contractors respond and arrive at site no more than 4 hours of being called upon by DEN utility plant staff at any time during the year including during normal working hours Monday through Friday, during non-normal working hours such as during evenings, early mornings, weekends and holidays. GENERAL STATEMENT OF WORK

The selected contractor shall provide all personnel, equipment, tools, materials, supervision, and all other items and services necessary to perform emergency equipment repair and emergency response services. These services will be performed on the chillers, boilers and any associated equipment at DEN for the Central Utility Plant (CUP) located on A Concourse (Pre-Conditioned air), and C Concourse (Pre-Conditioned air). The contractor is required to perform all services including maintenance, repair, and overhaul as necessary according the manufacturer’s recommendations.

MANDATORY PRE-PROPOSAL CONFERENCE & SITE TOUR

A Mandatory Pre-Proposal Conference will be held 1:00 PM LOCAL TIME, Wednesday, February 13, 2019 in the Facility Maintenance Conference Room. Please arrive at the Airport Office Building reception area located on the 6th floor. At this conference, City representatives will answer questions regarding this RFP, including any written questions submitted to the City prior to the conference. The City will not answer any telephone inquiries about this RFP. Written questions are due by 2:00 PM, LOCAL TIME, Thursday, February 28, 2019 and shall be submitted to Cecilia Lawson via Email: [email protected] in WORD format or in the body of an email (no PDF’s will be accepted). All questions and answers will be posted on the DEN Contract Procurement website at http://business.flydenver.com/bizops/rfp.asp following the deadline for submittal of questions.

PROPOSALS DUE

Proposals in response to the RFP will be due no later than 2:00 PM, LOCAL TIME, March 8, 2019 and must be submitted to Cecilia Lawson, Airport Office Building, Denver International Airport, 8500 Pena Blvd., Denver, CO 80249. Proposals received after this time will be rejected by the City and returned to the Proposer unopened. Proposals shall be valid for 90 days after the deadline for delivering the proposal.

MINORITY AND WOMEN OWNED BUSINESS ENTERPRISE PARTICIPATION

The Division of Small Business Opportunity (DSBO) determined on October 17, 2018 that this contract’s Scope of Services has been approved the following 15% Minority and Women Business Enterprise (MBE/WBE) participation provisions of Denver’s Construction or Purchasing Ordinance.
