Description: The Department of Aviation for the City and County of Denver (DEN) is requesting proposals from qualified Energy Service Companies (ESCO) to perform an investment grade audit (IGA) and develop an Energy Performance Contracting (EPC) Project Proposal. DEN has executed a Memorandum of Understanding with the Colorado Energy Office (CEO)’s EPC Program and will follow its guidelines, practices, and procedures to the greatest extent possible.

DEN seeks to reduce the energy use and energy cost associated with the facilities listed in Attachment 9 by at least 20% from a 2017 baseline. While electricity and natural gas use in these facilities is a focus for the potential energy use and cost reductions, the majority of these facilities are also associated with the Central Utility Plant, so chilled water and heating hot water are also to be considered as focus energy sources.

The City and County of Denver also has a goal to use electricity from 100% renewable sources by 2025, and DEN expects that in addition to electricity grid supply decarbonization, additional renewable energy production will be needed for DEN facilities. The initial goals of the project are to: (1) evaluate DEN’s facilities for energy and water efficiency upgrades, renewable energy systems, and other measures as requested, and (2) conduct an IGA and provide a report that makes recommendations for possible projects as part of an EPC proposal.

If DEN should accept the proposed EPC proposal (or some selection therein), any subsequent work would be evaluated and considered under a separate contract, which may be, but is not guaranteed to be awarded to the successful proposer of this competitive selection process.

For reference only and not for consideration in the evaluation of the IGA proposal responses to this RFP, EPC execution would include guaranteeing energy and water savings through a specific scope of work, and measuring and verifying that the savings guarantee has been delivered. Any future EPC implementation including construction and implementation oversight and management, commissioning, and execution of the measurement and verification (M&V) plan, must meet or exceed the requirements of DEN, enabling legislation, and CEO protocols.

Minimum Qualifications

NOTE: DEN will only consider proposals from the Colorado Energy Office’s list of pre-qualified Energy Service Companies who were/are on the pre-qualified list as of either June 1st 2018 or July 1st 2018, with the July 1st 2018 being the date of publication of the current list of pre-qualified ESCOs and June 1st 2018 including those ESCOs on the previous list.

Proposal Submittal Location

Two electronic copies (on separate flash drives) of the proposal shall be prepared in accordance with the Instructions to Proposers attached hereto. Proposals must be addressed and forwarded to the following location: Tony Deconinck, Contract Services, Administration Office Building (AOB), Room 8810, Denver International Airport, 8500 Peña Boulevard, Denver, Colorado 80249-6340. Other written correspondence regarding this RFP shall also be sent to this address.

Proposals Due

All proposals must be sealed and identified as to content and be received by the above-named Denver International Airport Office not later than 2:00 PM, LOCAL TIME, November 9, 2018. Proposals received after this time will be rejected by the City and returned to the Proposer unopened. Proposals shall be valid for ninety (90) days after the deadline for delivery of the proposal.

Mandatory Pre-Proposal Conference

A mandatory Pre-Proposal Conference will be held at 10:00 AM LOCAL TIME on October 23, 2018, in the City Conference Room, Main Terminal 6th level, Denver International Airport, 8500 Peña Blvd., Denver, Colorado 80249. At this conference, City representatives will explain the opportunity and answer questions regarding this RFP, including any written questions submitted to the City prior to the conference. The City will not answer any telephone inquiries about this RFP. Written questions are due by 2:00 PM LOCAL TIME on November 2, 2018 and shall be submitted to Tony Deconinck via email at [email protected] in WORD format (no PDFs please) or in the body of an email. All questions and answers will be posted on the DEN Contract Procurement website (Procurement website) at http://business.flydenver.com/bizops/rfp.asp following the deadline for submittal of questions.

Site Tour

Following the pre-proposal conference, certain facilities as part of the Terminal Complex will be visited as part of a site tour. Due to the nature of the areas to be visited and the security concerns of the airport, DEN will limit participation of the site tour to no greater than two (2) members from each ESCO. Each member will need to be listed in a pre-proposal site tour list to participate. However, the attendance at the pre-proposal conference is open to as many team members as is desired. Although the pre-proposal conference is mandatory, this guided site tour is voluntary; however, proposer attendance is strongly recommended.

Because areas of the airport require pre-authorized clearance, all tour participants must pre-register. It is anticipated that this tour will last approximately 2-3 hours. The cut-off time/date to pre-register for this tour is 4:00 PM on October 12, 2018. Proposer and DEN employees are required to pre-register for this tour by completing the following survey at: http://energyauditsden.eventbrite.com/?s=89014746.

This pre-proposal conference is mandatory; DEN highly encourages interested firms to have representatives attend to get familiarized with DEN, its facilities, subsystems, and current state of energy usage.

In the event the City desires further information or clarification of the proposals once received by DEN, the City may, at its option, elect to interview one or more of the Proposers.
