LIFE SAFETY SMOKE CONTROL SYSTEMS

The Department of Aviation for the City and County of Denver is requesting proposals for the purposes of selecting a company to provide smoke testing of DEN Facilities in compliance with the Denver Amendments to the International Fire Code (IFC) and National Fire Protection Association (NFPA). Request for Proposal (RFP) documents will be available on the DEN Contract Procurement website at http://business.flydenver.com/bizops/rfp.asp beginning Wednesday, December 19, 2018.
GENERAL STATEMENT OF WORK
This project will include the development of testing procedures in compliance with the current Denver Amendments to the IFC and the current NFPA 92 requirements. These shall be reviewed and approved by the Denver Fire Department. All testing procedures shall be summarized in each report that is submitted for each Airport facility tested. All materials submitted shall become property of Denver International Airport (DEN). Reports shall be submitted separately for each facility.
The Consultant is to provide professional, technical and administrative support personnel necessary to complete the Scope of Basic Services. This will include a Professional Engineer licensed in the State of Colorado who is knowledgeable in the design and testing of smoke control systems and who will conduct the overall testing, review process, and report writing.
The Consultant will inform the Client of any observed or discovered smoke control system or other related design, installation, and/or performance deficiencies with respect to local Codes and nationally accepted Standards.
*(Pricing for Westin Hotel (“Westin”) facility testing shall be submitted by the Consultant as part of their proposal to this RFP. Westin management may accept or reject the submitted proposal. The apparent best proposer for this RFP is not guaranteed performance of the work for testing the Westin facility.)
A Pre-Proposal Conference will be held 11:00 AM LOCAL TIME, Friday, January 4, 2019 in the High-Tech Conference Room, located near doors 105/107, Second Door on your left, Main Terminal East Side Level 1. At this conference, City representatives will answer questions regarding this RFP, including any written questions submitted to the City prior to the conference. The City will not answer any telephone inquiries about this RFP. Written questions are due by 2:00 PM, LOCAL TIME, Friday, January 18, 2019 and shall be submitted to Cecilia Lawson via Email: firstname.lastname@example.org in WORD format or in the body of an email (no PDF’s will be accepted). All questions and answers will be posted on the DEN Contract Procurement website at http://business.flydenver.com/bizops/rfp.asp following the deadline for submittal of questions.
Proposals in response to the RFP will be due no later than 2:00 PM, LOCAL TIME, Friday, January 25, 2019 and must be submitted to Cecilia Lawson, Airport Office Building, Denver International Airport, 8500 Pena Blvd., Denver, CO 80249. Proposals received after this time will be rejected by the City and returned to the Proposer unopened. Proposals shall be valid for 90 days after the deadline for delivering the proposal.

The Division of Small Business Opportunity (DSBO) determined on February 1, 2018 that this contract’s Scope of Services does not fall under provisions of Denver’s Construction or Purchasing Ordinance.
