REQUEST FOR PROPOSALS

ON-CALL ENVIRONMENTAL PLANNING

CONTRACT NO. 201844905

Description: The Department of Aviation for the City and County of Denver is requesting proposals for the purposes of selecting up to two companies to provide environmental planning activities, including compliance with the requirements of Federal Aviation Administration (FAA) Order 5050.4B – National Environmental Policy Act Implementing Instructions for Airport Actions. These actions evaluate new development, redevelopment, and construction activities and can result in varying levels of environmental analysis and review by the FAA. Sustainability activities will also include work to support green building, sustainability reporting, carbon emission reporting, and other activities to support the sustainability objectives of Denver International Airport (DEN).

Documents Available: Request for Proposal (RFP) documents will be available on the DEN Contract Procurement website at http://business.flydenver.com/bizops/rfp.asp by March 11, 2019.

Proposal Submittal Location: Two electronic copies (on flash drives) of the proposal shall be prepared in accordance with the Instructions to Proposers attached hereto. Proposals must be addressed and forwarded to the following location: Tony Deconinck, Contract Services, Administration Office Building (AOB), Room 8810, Denver International Airport, 8500 Peña Boulevard, Denver, Colorado 80249-6340. Other written correspondence regarding this RFP shall also be sent to this address.

Proposals Due: All proposals must be sealed and identified as to content and be received by the above-named Denver International Airport Office not later than 2:00 PM, LOCAL TIME, April 5, 2019. Proposals received after this time will be rejected by the City and returned to the Proposer unopened. Proposals shall be valid for ninety (90) days after the deadline for delivery of the proposal.

Pre-Proposal Conference: A Pre-Proposal Conference will be held at 10:00 AM LOCAL TIME on MARCH 21, 2019, in the City Conference Room. At this conference, City representatives will explain the opportunity and answer questions regarding this RFP, including any written questions submitted to the City prior to the conference. The City will not answer any telephone inquiries about this RFP. Written questions are due by 2:00 PM LOCAL TIME on March 29, 2019, and shall be submitted to Tony Deconinck via Email at [email protected] in WORD format (no PDFs please) or in the body of an email. All questions and answers will be posted on the DEN Contract Procurement website (Procurement website) at http://business.flydenver.com/bizops/rfp.asp following the deadline for submittal of questions.

In the event the City desires further information or clarification of the proposals once received by DEN, the City may, at its option, elect to interview one or more of the Proposers.

Minority Business Enterprise and Women Business Enterprise Participation: Professional design and construction services contracts made and entered into by the City and County of Denver are subject to Article III, Divisions 1 and 3 of Chapter 28 of the Denver Revised Municipal Code, (D.R.M.C.) and all Minority Business Enterprise and Women Business Enterprise Utilization and Equal Employment Opportunity Rules and Regulations adopted by the Director of the Division of Small Business Opportunity (DSBO).

Article III, Divisions 1 and 3 of Chapter 28 of the D.R.M.C. directs the Director of the Division of Small Business Opportunity to establish a project goal for expenditures on professional design and construction services work contracted by the City and County of Denver. The specific goal for this project is 15% Minority Business Enterprise and Women Business Enterprise (M/WBE).

Project goals must be met with certified participants as set forth in Section 28-65, D.R.M.C. or through the demonstration of a sufficient good faith effort under Section 28-67, D.R.M.C. For compliance with good faith effort requirements under Section 28-67 (b) (2) a. the proposer must solicit the interest of 100% of the firms certified as MBEs and WBEs in the scopes of work of the contract.

The Director of the Division of Small Business Opportunity urges all participants in City professional design and construction services projects to assist in achieving these goals.

Miscellaneous: As its best interests may appear, the City reserves the right to reject any or all proposals and to waive informalities in proposals. The work under the Contract is subject to minimum wage rates established by the City and County of Denver Career Service Board.
