RUNWAY 17R-35L COMPLEX PAVEMENT REHABILITATION

The Department of Aviation, City and County of Denver, has issued an Invitation for Bids for the construction project named above. Complete contract documents, including specifications, are available on the DEN Contract Procurement website at:
SEALED BIDS will be due, and must be time stamped, no later than 2:00 PM Local Time, January 24, 2019, delivered in the triple wide trailer, located within the DEN South Campus at 7128 North Trussville Street, Unit A, Denver, CO 80249 (F.K.A. 27301 E. 71st Ave, Unit #2). Immediately after receipt of the bids a public bid opening will commence. Any bids to be submitted more than two hours prior to Bid Opening must be submitted at the office of Business Management Services, attention Tony Deconinck, Room 8810, Airport Office Building (AOB), Denver International Airport, 8500 Peńa Blvd., Denver, CO 80249-6340.
GENERAL STATEMENT OF WORK
This project will remove and replace deteriorated Portland Cement Concrete Pavement (PCCP) slabs on Runway (RW) 17R-35L and the associated taxiway (TW) connectors. This work includes the entire removal and replacement of TW M6, between the runway and TW M. The PCCP joint sealant will be removed and replaced on the runway and the associated taxiway connectors, between the runway and the hold bars. The airfield lighting system will be upgraded with new LED fixtures, new transformers, new cables, new wind cones and new guidance signs. Finally, this project will refresh the surface painted pavement markings and address any surface drainage and slope issues.
Each Bidder must be pre-qualified in the special category of Concrete Airfield Paving at the $25,000,000.00 level, in accordance with the City's Rules and Regulations Governing Prequalification of Contractors. Due to the specialized nature of this airfield project, a special category has been established.
As this is a specialized prequalification category, all Bidders must have submitted a prequalification application a minimum of ten (10) calendar days prior to the bid opening date. A Bidder who desires to be prequalified in the Specialty Category of Concrete Airfield Paving must follow the application process, as detailed in the Rules for Prequalification of Construction Contractors, effective 4/1/2013.
The Prequalification process requires the Bidder to demonstrate experience in the Concrete Airfield Paving Category: Concrete runways, taxiways and aprons and/or related paving items, and concrete panel replacement. This includes associated excavation, full pavement section, and surface prep work. Experience in the use of FAA specifications and quality control requirements at a commercial airport.
This experience should be demonstrated by including with the prequalification application, at least three most recent projects in the last 5 years, any location, with a Construction Value at (or near) $25M.
These project descriptions to be submitted with the Prequalification Application should contain the following information:
• Project names and dates of completion
• Project scopes of work
• Position on the project (Construction Manager, Prime General Contractor, Subcontractor, etc.)
• Reference contact information
• Project bid prices
• Project completion prices

A Pre-Bid Conference will be held at 10:00 AM, January 4, 2019, in the triple-wide trailer, located within the DEN South Campus at 7128 North Trussville Street, Unit A, Denver, CO 80249 (mapping apps may show 27301 E. 71st Ave, Unit #2). A site visit will not be conducted immediately following the Pre-Bid Conference.

DISADVANTAGED BUSINESS ENTERPRISE PARTICIPATION
Federally-funded construction, reconstruction, remodeling, and professional design services contracts made and entered into by the City and County of Denver are subject to Federal Statutes and Regulations regarding Disadvantaged Business Enterprise participation and all Disadvantaged Business Enterprises Utilization.
The Director of the Division of Small Business Opportunity is authorized to establish project goals for expenditures on construction, reconstruction and remodeling and professional design services work let by the City and County of Denver. The specific goal for this project is:
11% Disadvantaged Business Enterprise (DBE)
The project goal must be met with certified participants as set forth in 49 CFR Part 26. For compliance with good faith effort requirements, as set forth in Part 26, the DBE solicitation level required for this project is 100% of the City and Denver’s certified DBE’s and 100% of the State of Colorado’s Department of Transportation (CDOT’s) certified DBEs.

As its best interests may appear, the City and County of Denver reserves the right to reject any or all bids and to waive informalities in bids.
The work under the Contract is subject to minimum wage rates established by the City and County of Denver Career Service Board.
