NOTICE OF REQUEST FOR PROPOSALS

Denver, Colorado June 28, 2019

The Department of Aviation, City and County of Denver (City), has issued a Request for Proposals (RFP) for the construction project named above. Complete Contract Documents, including specifications and drawings, are available on the Denver International Airport (DEN) Contract Procurement website at http://business.flydenver.com/bizops/rfp.asp on or about June 28, 2019.

SEALED PROPOSALS will be received no later than 2:00 PM Mountain Time on August 6, 2019 and delivered to the attention of LaQuisha Shaw, Contract Administrator, Airport Office Building (AOB), Room 8810 at Denver International Airport, 8500 Peña Boulevard, Denver, CO 80249-6340.

Proposer shall submit one (1) hard copy plus two (2) electronic versions on USB flash drives of its proposal in response to the Narrative Proposal Contents (see Section IP-8 of the RFP) and all required Proposal Forms. Sealed envelopes containing this information should be labeled with the RFP name and number, along with the Proposer’s company name.

A PRE-PROPOSAL CONFERENCE is scheduled for July 12, 2019 at 9:00 AM Mountain Time in the DEN City Conference Room located at 8500 Pena Blvd., Denver, CO 80249. The City Conference Room is located in the Main Terminal, Northwest end on Level 6.

Any questions must be submitted in writing by email to [email protected], must have the words “Request for Clarification” and “On-Call Millwright Services, Contract No. 201947884” in the email subject line, and must be received no later than July 26, 2019, at 2:00 PM Mountain Time.

GENERAL STATEMENT OF WORK: The scope of work for this contract will be for a task order based On-Call Millwright Services contract related to work in and around DEN’s baggage system, passenger loading bridges, and other Millwright and Ironworker related projects. Tasks may include but are not limited to repair or demolition of existing baggage and demand control ventilation (DCV) equipment, installation of new baggage equipment, and fabrication and installation of system materials such as catwalks and ladders. Associated electrical work, motor and belt installation or repair and system testing may also be required. Tasks for the passenger loading bridges (PLBs) may include removal, installation or repair of PLBs and associated mechanical and electrical system work. Alignment and testing of installed or repaired PLBs may also be required. This work may require the assistance of additional subcontractor trades, which are not limited to structural steel, electrical, mechanical, BHS controls, fire alarm and fire protection.

The contractors proposing for this contract must be licensed as a General Contractor within the City and County of Denver and will be required to perform the full services of a General Contractor for projects in and around the baggage systems, passenger loading bridges, and throughout the Airport.

The maximum contract time will not exceed a three (3) year period, or until the maximum authorized contract amount is reached, whichever occurs first.

The Proposers understand DEN intends to issue contracts to more than one contractor. The Proposers also understand that as a Task Order based contract that there is no guarantee that they will be awarded tasks, nor that CCD will award tasks equal to the maximum contract amount. At the sole discretion of CCD certain tasks may be competitively bid between the contractors.

PREQUALIFICATION: Each Proposer must be pre-qualified in the category of 3A Millwright at the Six Million ($6,000,000.00) Dollar level, in accordance with the City's Rules and Regulations Governing Prequalification of Contractors. Each proposer must have submitted a prequalification application a minimum of ten (10) calendar days prior to the bid opening date. Applications must be submitted to the Department of Public Works, Prequalification Section, 201 West Colfax Avenue, Department 506, Denver, Colorado 80202.

MINORITY/WOMEN BUSINESS ENTERPRISE PARTICIPATION: Pursuant to Article III, Division 1 and 3 of Chapter 28 of the Denver Revised Municipal Code, the Project goal of 10% M/WBE must be met with certified participants, or through the demonstration of a sufficient good faith effort. For compliance with good faith requirements, the M/WBE percentage solicitation level required for this project is 100%.

MISCELLANEOUS: As its best interests may appear, the City reserves the right to reject any or all proposals and to waive informalities in proposals. The work under the Contract is subject to minimum wage rates established by the City and County of Denver Career Service Board.
