NOTICE OF INVITATION FOR BIDS

CONTRACT NO. 201947008

2019 ANNUAL PAVEMENT REHABILITATION – LANDSIDE

The Department of Aviation, City and County of Denver, has issued an Invitation for Bids for the construction project named above. Complete contract documents, including specifications, are available on the DEN Contract Procurement website at:

http://business.flydenver.com/bizops/bids.asp.

SEALED BIDS will be due, and must be time stamped, no later than 2:00 PM Local Time, March 15, 2019, delivered in the triple wide trailer, located within the DEN South Campus at 7128 North Trussville Street, Unit A, Denver, CO 80249 (F.K.A. 27301 E. 71st Ave, Unit #2). Immediately after receipt of the bids a public bid opening will commence. Any bids to be submitted more than two hours prior to Bid Opening must be submitted at the office of Business Management Services, attention LaQuisha Shaw, Room 8810, Airport Office Building (AOB), Denver International Airport, 8500 Peña Blvd., Denver, CO 80249-6340.

GENERAL STATEMENT OF WORK

The project is the annual pavement rehabilitation project to preserve or repair the landside roadways and parking lots at DEN. This project is divided into separate scopes which include concrete and asphalt pavement rehabilitation in areas identified throughout DEN property.

Concrete Pavement Rehabilitation & Preservation:

- Full depth panel replacements (non-Pena roadways)

- Polyurethane deep injection panel stabilization (non-Pena roadways)

- Partial depth spall repairs (Pena and non-Pena roadways)

- Diamond grinding (Pena)

- Bridge joint replacement (Pena)

Asphalt Pavement Rehabilitation & Preservation:

- Slurry seal application in parking lots and along roadways (non-Pena roadways)

- Mill and overlay of asphalt shoulders (non-Pena roadways)

PREQUALIFICATION

Each Bidder must be pre-qualified in the category of 1A General Civil OR 1F2 Roadway Paving Concrete at the $6,000,000.00 level, in accordance with the City's Rules and Regulations Governing Prequalification of Contractors. Each bidder must have submitted a prequalification application a minimum of ten (10) calendar days prior to the bid opening date. Applications must be submitted to the Department of Public Works, Prequalification Section, 201 West Colfax Avenue, Department 614, Denver, Colorado 80202. PRE-BID CONFERENCE

A Pre-Bid Conference will be held at 1:00 PM, February 12, 2019, in the triple-wide trailer, located within the DEN South Campus at 7128 North Trussville Street, Unit A, Denver, CO 80249 (mapping apps may show 27301 E. 71st Ave, Unit #2). A site visit will not be conducted immediately following the Pre-Bid Conference.

Any questions must be submitted in writing by email to contract.procurement@flydenver.com, must have the words “Request for Clarification” and “Contract Name, Contract Number” in the email subject line, and must be received no later than February 25, 2019, at 2:00 p.m.

MINORITY AND WOMEN BUSINESS ENTERPRISE PARTICIPATION

Construction, reconstruction and remodeling contracts made and entered into by the City and County of Denver are subject to Article III, Divisions 1 and 3 of Chapter 28 of the Denver Revised Municipal Code, (Sections 28-31 to 28-36 and 28-52 to 28-90 D.R.M.C) and all Minority and Woman Business Enterprise and Equal Employment Opportunity Rules and Regulations adopted by the Director of the Division of Small Business Opportunity.

Article III, Division 3 of Chapter 28 of the D.R.M.C. directs the Director of the Division of Small Business Opportunity to establish a project goal for expenditures on construction, reconstruction, and remodeling work contracted by the City and County of Denver. The specific goal for this project is:

15% Minority and Woman Business Enterprise (M/WBE) Participation

Project goals must be met with certified participants as set forth in Section 28-60, D.R.M.C. or through the demonstration of a sufficient good faith effort under Section 28-62 D.R.M.C. For compliance with good faith requirements under Section 28-62(b), the M/WBE percentage solicitation level required for this project is 100%.

The Director of the Division of Small Business Opportunity urges all participants in City construction, reconstruction and remodeling projects to assist in achieving these goals.

MISCELLANEOUS

As its best interests may appear, the City and County of Denver reserves the right to reject any or all bids and to waive informalities in bids.

The work under the Contract is subject to minimum wage rates established by the City and County of Denver Career Service Board.
