DRAINAGE IMPROVEMENTS RW 17L-35R

(WILDLIFE MITIGATION)

The Department of Aviation, City and County of Denver, has issued an Invitation for Bids for the construction project named above. Complete contract documents, including specifications, are available on the DEN Contract Procurement website at:

SEALED BIDS will be due, and must be time stamped, no later than 2:00 PM Local Time, July 9, 2019, delivered in the triple wide trailer, located within the DEN South Campus at 7128 North Trussville Street, Unit A, Denver, CO 80249 (F.K.A. 27301 E. 71st Ave, Unit #2). Immediately after receipt of the bids a public bid opening will commence. Any bids to be submitted more than two hours prior to Bid Opening must be submitted at the office of Business Management Services, attention LaQuisha Shaw, Room 8810, Airport Office Building (AOB), Denver International Airport, 8500 Peña Blvd., Denver, CO 80249-6340.

GENERAL STATEMENT OF WORK

This project will construct drainage improvements along Taxiway P in the drainage ditch area. This project includes construction of a concrete drainage pan at the bottom of the channel, maintenance access roads, associated grading and rip rap/erosion protection of channel culverts.

PREQUALIFICATION

Each Bidder must be pre-qualified in the special category of Airfield Drainage Improvements at the $3,000,000.00 level, in accordance with the City's Rules and Regulations Governing Prequalification of Contractors. Due to the specialized nature of this airfield project, a special category has been established.

As this is a specialized prequalification category, all Bidders must have submitted a prequalification application a minimum of ten (10) calendar days prior to the bid opening date. A Bidder who desires to be prequalified in the Specialty Category of Airfield Drainage Improvements must follow the application process, as detailed in the Rules for Prequalification of Construction Contractors, effective 7/1/2019.

The Prequalification process requires the Bidder to demonstrate experience in the area of the construction of concrete trickle channels, excavation and grading, grouted rip rap, crushed aggregate base course and aggregate roads. Areas of experience may include: open channel drainage, detention ponds, water quality features, boulder rundowns, outfalls, channel edging and appurtenances. Includes work associated with storm water improvements/connections to rivers, gulches, open channels and detention/retention ponds. Experience in the use of FAA specifications and quality control requirements at a large commercial airport.

This experience should be demonstrated by including with the prequalification application, at least three most recent projects in the last 5 years, any location, with a Construction Value at (or near) $3M.

These project descriptions to be submitted with the Prequalification Application should contain the following information:

• Project names and dates of completion

• Project scopes of work

• Position on the project (Construction Manager, Prime General Contractor, Subcontractor, etc.)

• Reference contact information

• Project bid prices

• Project completion prices

PRE-BID CONFERENCE

A Pre-Bid Conference will be held at 2:00 PM, June 7, 2019, in the triple-wide trailer, located within the DEN South Campus at 7128 North Trussville Street, Unit A, Denver, CO 80249 (mapping apps may show 27301 E. 71st Ave, Unit #2). A site visit will not be conducted immediately following the Pre-Bid Conference.

Any questions must be submitted in writing by email to [email protected], must have the words “Request for Clarification” and “Drainage Improvements RW 17L-35R (Wildlife Mitigation), 201948739” in the email subject line, and must be received no later than June 25, 2019, at 2:00 p.m.

MINORITY AND WOMAN BUSINESS ENTERPRISE PARTICIPATION

Construction, reconstruction and remodeling contracts made and entered into by the City and County of Denver are subject to Article III, Divisions 1 and 3 of Chapter 28 of the Denver Revised Municipal Code, (Sections 28-31 to 28-36 and 28-52 to 28-90 D.R.M.C) and all Minority and Woman Business Enterprise and Equal Employment Opportunity Rules and Regulations adopted by the Director of the Division of Small Business Opportunity.

Article III, Division 3 of Chapter 28 of the D.R.M.C. directs the Director of the Division of Small Business Opportunity to establish a project goal for expenditures on construction, reconstruction, and remodeling work contracted by the City and County of Denver. The specific goal for this project is:

25% Minority and Woman Business Enterprise (M/WBE) Participation

Project goals must be met with certified participants as set forth in Section 28-60, D.R.M.C. or through the demonstration of a sufficient good faith effort under Section 28-62 D.R.M.C. For compliance with good faith requirements under Section 28-62(b), the M/WBE percentage solicitation level required for this project is 100%.

The Director of the Division of Small Business Opportunity urges all participants in City construction, reconstruction and remodeling projects to assist in achieving these goals.

MISCELLANEOUS

As its best interests may appear, the City and County of Denver reserves the right to reject any or all bids and to waive informalities in bids.

The work under the Contract is subject to minimum wage rates established by the City and County of Denver Career Service Board.
