REQUEST FOR PROPOSAL (RFP) LETTER

RFP No. 201950547, STAFFING AUGMENTATION

Denver, Colorado August 15, 2019

To Whom It May Concern:

In accordance with procedures described herein, you are hereby invited to submit a proposal for the subject project, which is described in the Sample Contract and Scope of Work attached hereto. The work under this Contract is anticipated to start on or about January 2020 and has a scheduled duration of approximately three years. The proposal must be prepared and submitted in accordance with the requirements and procedures contained in these Proposal Documents.

Compliance with these requirements by the Proposer is mandatory and is a condition of responsiveness. Any failure to satisfy these requirements will be a sufficient basis for the City and County of Denver (City) to disqualify the Proposer. The City shall not be liable for any of the Proposerís expenses associated with its preparation of the proposal or the Cityís consideration of it. The Proposer, if selected, shall not include any such expenses as part of its fee for performing the Scope of Work.

Description

Denver International Airport (DEN) wishes to contract with a firm for professional services/staff augmentation in support of various marketing, communications and creative projects handled by the DEN Global Communications and Marketing Department (GCM). This contract will include the services performed by a graphic designer, copywriter, communications and

marketing support and event planning and execution.

Proposal Submittal Location

Two electronic copies (on flash drives) of the proposal shall be prepared in accordance with the Instructions to Proposers attached hereto. Proposals must be addressed and forwarded to the following location: LaQuisha Shaw, Contract Services, Administration Office Building (AOB), Room 8810, Denver International Airport, 8500 PeŮa Boulevard, Denver, Colorado 80249-6340. Other written correspondence regarding this RFP shall also be sent to this address.

Proposals Due

All proposals must be sealed and identified as to content and be received by the above-named Denver International Airport Office not later than 2:00 PM, LOCAL TIME, October 4, 2019. Proposals received after this time will be rejected by the City and returned to the Proposer unopened. Proposals shall be valid for ninety (90) days after the deadline for delivery of the proposal.

Pre-Proposal Conference

A Pre-Proposal Conference will be held at 11:00 AM LOCAL TIME on September 9, 2019, in the City Conference Room. At this conference, City representatives will explain the opportunity and answer questions regarding this RFP, including any written questions submitted to the City prior to the conference. The City will not answer any telephone inquiries about this RFP. Written questions are due by 2:00 PM LOCAL TIME on September 23, 2019, and shall be submitted to LaQuisha Shaw via email at [email protected] in WORD format (no PDFs please) or in the body of an email. All questions and answers will be posted on the DEN Contract Procurement website (Procurement website) at http://business.flydenver.com/bizops/rfp.asp following the deadline for submittal of questions.

Minority Business Enterprise and Women Business Enterprise Participation

Contracts and Purchase Orders for covered goods and covered services made and entered into by the City and County of Denver are subject to Article V, of Chapter 28 of the Denver Revised Municipal Code, (D.R.M.C.) and the Minority and Women-Owned Business Enterprise Programís Rules and Regulations adopted by the Director of the Division of Small Business Opportunity (DSBO).

Article V, Section 126 of Chapter 28 of the D.R.M.C. provides for the adoption of an M/WBE Business Enterprise Goals Program to be administered by DSBO. The specific goal for this project is:

5 % Minority and Woman Business Enterprise (M/WBE) Participation

Project goals must be met with certified participants as set forth in Section 28-127, D.R.M.C. or through the demonstration of a sufficient good faith effort under Section 28-128 D.R.M.C. For compliance with good faith requirements under Section 28-128(b), the M/WBE percentage solicitation level required for this project is 100%.

The Director of the Division of Small Business Opportunity urges all participants in City covered goods and covered services projects to assist in achieving these goals.
