REQUEST FOR PROPOSALS

PUBLIC PARKING VEHICLE COUNT SYSTEM

CONTRACT NO. 201950492

Description: The Department of Aviation for the City and County of Denver is requesting proposals for the purposes of selecting a company for the Public Parking Vehicle County System (PVCS) at Denver International Airport (DEN). The successful proposer shall be responsible for providing goods, installation, and maintenance services specific to the PVCS in DENís public parking garages by providing software and hardware that will fully integrate with sensors, light-emitting diode (LED) signage, the new NextGen system and mobile applications to deliver the ultimate parking and space administration experience using real-time reporting and communication. DENís public parking garages are comprised of both the east and west garages, including the dedicated short-term parking areas and the valet areas, covering a total of 16,905 parking spaces. The successful proposer shall install and maintain the PVCS, furnish all necessary labor, tools, equipment and supplies to perform the required services. The proposer will provide onsite support at DEN to assure satisfactory operation and management of the way finding and count system and to avoid disruptions in DENís public parking garages operations.

Documents Available: Request for Proposal (RFP) documents will be available on the DEN Contract Procurement website at http://business.flydenver.com/bizops/rfp.asp by July 19, 2019.

Proposal Submittal Location: Two electronic copies (on flash drives) of the proposal, including the DEN PVCS Technical Submittal Forms, and one electronic copy (also on a separate flash drive) of the DEN PVCS Price Proposal Forms shall be prepared in accordance with the Instructions to Proposers attached hereto. Proposals must be addressed and forwarded to the following location: Tony Deconinck, Contract Services, Administration Office Building (AOB), Room 8810, Denver International Airport, 8500 PeŮa Boulevard, Denver, Colorado 80249-6340. Other written correspondence regarding this RFP shall also be sent to this address.

Proposals Due: All proposals must be sealed and identified as to content and be received by the above-named Denver International Airport Office not later than 2:00 PM, LOCAL TIME, August 30, 2019. Proposals received after this time will be rejected by the City and returned to the Proposer unopened. Proposals shall be valid for ninety (90) days after the deadline for delivery of the proposal.

Mandatory Pre-Proposal Conference: A Mandatory Pre-Proposal Conference will be held at 10:00 AM LOCAL TIME on July 26, 2019, in the City Conference Room in the main terminal at Denver International Airport. At this conference, City representatives will explain the opportunity and answer questions regarding this RFP, including any written questions submitted to the City prior to the conference. The City will not answer any telephone inquiries about this RFP. Written questions are due by 2:00 PM LOCAL TIME on August 9, 2019, and shall be submitted to Tony Deconinck via email at [email protected] in WORD format (no PDFs please) or in the body of an email. All questions and answers will be posted on the DEN Contract Procurement website (Procurement website) at http://business.flydenver.com/bizops/rfp.asp following the deadline for submittal of questions.

Immediately following the conference, there will be a guided site visit. This will be the only opportunity for proposers to visit and familiarize themselves with the project locations. Please prepare to stay for 1-2 hours for the guided site visit.

Minority Business Enterprise and Women Business Enterprise Participation: Contracts and Purchase Orders for covered goods and covered services made and entered into by the City and County of Denver are subject to Article V, of Chapter 28 of the Denver Revised Municipal Code, (D.R.M.C.) and the Minority and Women Business Enterprise Programís Rules and Regulations adopted by the Director of the Division of Small Business Opportunity (DSBO).

Article V, Section 126 of Chapter 28 of the D.R.M.C. provides for the adoption of a MBE/WBE Business Enterprise Goals Program to be administered by DSBO. The specific goal for this project is:

5% Minority and Woman Business Enterprise (M/WBE) Participation

Project goals must be met with certified participants as set forth in Section 28-127, D.R.M.C. or through the demonstration of a sufficient good faith effort under Section 28-128 D.R.M.C. For compliance with good faith requirements under Section 28-128(b), the M/WBE percentage solicitation level required for this project is 100%.

The Director of the Division of Small Business Opportunity urges all participants in City covered goods and covered services projects to assist in achieving these goals.

Miscellaneous: As its best interests may appear, the City reserves the right to reject any or all proposals and to waive informalities in proposals. The work under the Contract is subject to minimum wage rates established by the City and County of Denver Career Service Board.
