To Whom It May Concern:

In accordance with procedures described herein, you are hereby invited to submit a proposal for the subject project, which is described in the Sample Contract and Scope of Work attached hereto. The work under this Contract is anticipated to start on or about March 2020 and has a scheduled duration of approximately three years. The proposal must be prepared and submitted in accordance with the requirements and procedures contained in these Proposal Documents.

Compliance with these requirements by the Proposer is mandatory and is a condition of responsiveness. Any failure to satisfy these requirements will be a sufficient basis for the City and County of Denver (City) to disqualify the Proposer. The City shall not be liable for any of the Proposer’s expenses associated with its preparation of the proposal or the City’s consideration of it. The Proposer, if selected, shall not include any such expenses as part of its fee for performing the Scope of Work.


Denver International Airport (DEN) is requesting proposals for the purposes of selecting a firm to provide services as the Airline Liaison Officer (ALO). The ALO represents the airlines’ collective views while working as a liaison for, or with, DEN to address the airline/airport relationship as a business partnership. The ALO function is intended to provide a common point of contact for DEN and the airlines to facilitate the constructive working relationship necessary to address many of the complex issues in the current aviation environment. The ALO is intended to provide key project coordination between the project teams and airlines. This coordination is extremely important for the airport and airlines, specifically regarding major projects at DEN such as the Concourse Expansion.

The consultant shall perform professional airport system consulting services for the financial and economic management at DEN. Such services shall be performed at the direction of DEN management in accordance with the schedules and budgets to be mutually agreed upon. When specifically requested and directed by DEN management, the consultant shall provide services on matters affecting DEN, including the following areas:

1) General ALO activities;

2) Business and financial services;

3) Capital program review and technical services; and

4) Other technical and analytical support as needed.

Proposal Submittal Location

Two electronic copies (on flash drives) of the proposal shall be prepared in accordance with the Instructions to Proposers attached hereto. Proposals must be addressed and forwarded to the following location: LaQuisha Shaw, Contract Services, Administration Office Building (AOB), Room 8810, Denver International Airport, 8500 Peña Boulevard, Denver, Colorado 80249-6340. Other written correspondence regarding this RFP shall also be sent to this address.

Proposals Due

All proposals must be sealed and identified as to content and be received by the above-named Denver International Airport Office not later than 2:00 PM, LOCAL TIME, November 1, 2019. Proposals received after this time will be rejected by the City and returned to the Proposer unopened. Proposals shall be valid for ninety (90) days after the deadline for delivery of the proposal.

Pre-Proposal Conference

A Pre-Proposal Conference will be held at 10:00 AM LOCAL TIME on October 4, 2019, in the City Conference Room. At this conference, City representatives will explain the opportunity and answer questions regarding this RFP, including any written questions submitted to the City prior to the conference. The City will not answer any telephone inquiries about this RFP. Written questions are due by 2:00 PM LOCAL TIME on October 18, 2019, and shall be submitted to LaQuisha Shaw via email at [email protected] in WORD format (no PDFs please) or in the body of an email. All questions and answers will be posted on the DEN Contract Procurement Website (Procurement Website) at http://business.flydenver.com/bizops/rfp.asp following the deadline for submittal of questions.

In the event the City desires further information or clarification of the proposals once received by DEN, the City may, at its option, elect to interview one or more of the Proposers.

Minority Business Enterprise and Women Business Enterprise Participation

The project below has been reviewed by DSBO and it has been determined that it is not subject to the DSBO Ordinance and therefore will not have an M/WBE goal assigned.

While the work performed under this contract is not subject to the DSBO Ordinance, the Director of the Division of Small Business Opportunity encourages all participants in City projects to seek independent partnerships with SBEs, MBEs, WBEs, and other business enterprises in supply chain activities, prime/subcontractor partnerships, and joint ventures for all contracts and purchase orders.
