Description: The Department of Aviation for the City and County of Denver is seeking qualified competitive proposals from entities that provide professional and technical services for work related to DEN's main terminal tent roof and other smaller roof structures of the same construction type. Tasks may include, but are not limited to, performing annual inspections of tensile fabric roof structures, condition assessment reports, destructive testing, maintenance, and repairs. Maintenance and repairs could be on any individual element of the structure including inner and outer fabric membranes, cables, struts, tie-downs, and masts or any other integrated element.

Documents Available: Request for Proposal (RFP) documents will be available on the DEN Contract Procurement website at http://business.flydenver.com/bizops/rfp.asp by November 21, 2019.

Proposals Due: Proposals in response to the RFP will be due no later than 2:00 PM LOCAL TIME, DECEMBER 19, 2019, and must be submitted to Tony Deconinck, Business Management Services Office, Room 8810, Denver International Airport, 8500 Pena Blvd., Denver, CO 80249.

Pre-Proposal Conference: A Pre-Proposal Conference will be held at 2:00 PM LOCAL TIME, December 3, 2019, in the City Conference Room at Denver International Airport. The City Conference Room is located on the northwest side Level 6 of Jeppesen Terminal. The address of Denver International Airport is 8500 Pena Boulevard, Denver, CO 80249. At this conference, City representatives will explain the opportunity and answer questions regarding this project.

The City will not answer any telephone inquiries about this RFP. Written questions are due by 2:00 PM LOCAL TIME on December 13, 2019, and shall be submitted to Tony Deconinck via email at [email protected] in WORD format (no PDFs please) or in the body of an email. All questions and answers will be posted on the DEN Contract Procurement website (Procurement website) at http://business.flydenver.com/bizops/rfp.asp following the deadline for submittal of questions.

In the event the City desires further information or clarification of the proposals once received by DEN, the City may, at its option, elect to interview one or more of the Proposers.

Minority Business Enterprise and Women Business Enterprise Participation: Contracts and Purchase Orders for covered goods and covered services made and entered into by the City and County of Denver are subject to Article V, of Chapter 28 of the Denver Revised Municipal Code, (D.R.M.C.) and the Minority and Women Business Enterprise Programís Rules and Regulations adopted by the Director of the Division of Small Business Opportunity (DSBO).

Article V, Section 126 of Chapter 28 of the D.R.M.C. provides for the adoption of a M/WBE Business Enterprise Goals Program to be administered by DSBO. The specific goal for this project is:

0% Minority and Woman Business Enterprise (M/WBE) Participation

Project goals must be met with certified participants as set forth in Section 28-127, D.R.M.C. or through the demonstration of a sufficient good faith effort under Section 28-128 D.R.M.C. For compliance with good faith requirements under Section 28-128(b), the M/WBE percentage solicitation level required for this project is 100%. The Director of the Division of Small Business Opportunity urges all participants in City covered goods and covered services projects to assist in achieving these goals..
