To Whom It May Concern:

In accordance with procedures described herein, you are hereby invited to submit a proposal for the subject project, which is described in the Sample Contract and Scope of Work attached hereto. The work under this Contract is anticipated to start on or about September 2020 and has a scheduled duration of approximately three years with three one-year options to extend. The proposal must be prepared and submitted in accordance with the requirements and procedures contained in these Proposal Documents.

Compliance with these requirements by the Proposer is mandatory and is a condition of responsiveness. Any failure to satisfy these requirements will be a sufficient basis for the City and County of Denver (City) to disqualify the Proposer. The City shall not be liable for any of the Proposer’s expenses associated with its preparation of the proposal or the City’s consideration of it. The Proposer, if selected, shall not include any such expenses as part of its fee for performing the Scope of Work.


Denver International Airport (DEN) is requesting a service contract for conveyance (elevator, escalator, power walk, and dumb waiter) equipment maintenance, repair and operational services at DEN. Contractor shall provide all of the labor, personnel, material, replacement parts and components, tools equipment, lubricants and supplies needed to perform and complete preventative maintenance, service, repair, inspection and testing of every type and description of elevators, escalators, powerwalks, dumbwaiters and associated system and equipment to assure that they shall operate in a safe and reliable condition at all times, regardless of any pre-existing conditions.

Minimum Qualifications

Contractor shall have maintained elevators escalators and power walks for the last 10 consecutive years with at least five (5) years during that time at a major facility, preferable airports of the type and size of Denver International Airport with operations twenty-four (24) hours per day, three hundred and sixty-five (365) days per year. If a major airport is the facility that is being used to meet qualifications, then that airport shall meet the requirements of a Large Hub Airport.

Proposal Submittal Location

Two electronic copies (on flash drives) of the proposal shall be prepared in accordance with the Instructions to Proposers attached hereto. Proposals must be addressed and forwarded to the following location: LaQuisha Shaw, Contract Services, Administration Office Building (AOB), Room 8810, Denver International Airport, 8500 Peña Boulevard, Denver, Colorado 80249-6340. Other written correspondence regarding this RFP shall also be sent to this address.

Proposals Due

All proposals must be sealed and identified as to content and be received by the above-named Denver International Airport Office not later than 2:00 PM, LOCAL TIME, November 15, 2019. Proposals received after this time will be rejected by the City and returned to the Proposer unopened. Proposals shall be valid for ninety (90) days after the deadline for delivery of the proposal.

Pre-Proposal Conference

A MANDATORY Pre-Proposal Conference will be held at 9:00 AM LOCAL TIME on October 11, 2019, in the City Conference Room. At this conference, City representatives will explain the opportunity and answer questions regarding this RFP, including any written questions submitted to the City prior to the conference. The City will not answer any telephone inquiries about this RFP. Written questions are due by 2:00 PM LOCAL TIME on October 25, 2019, and shall be submitted to LaQuisha Shaw via email at [email protected] in WORD format (no PDFs please) or in the body of an email. All questions and answers will be posted on the DEN Contract Procurement website (Procurement website) at http://business.flydenver.com/bizops/rfp.asp following the deadline for submittal of questions.

In the event the City desires further information or clarification of the proposals once received by DEN, the City may, at its option, elect to interview one or more of the Proposers.

Minority Business Enterprise and Women Business Enterprise Participation

Contracts and Purchase Orders for covered goods and covered services made and entered into by the City and County of Denver are subject to Article V, of Chapter 28 of the Denver Revised Municipal Code, (D.R.M.C.) and the Minority and Women Business Enterprise Program’s Rules and Regulations adopted by the Director of the Division of Small Business Opportunity (DSBO).

Article V, Section 126 of Chapter 28 of the D.R.M.C. provides for the adoption of a M/WBE Business Enterprise Goals Program to be administered by DSBO. The specific goal for this project is:

Project goals must be met with certified participants as set forth in Section 28-127, D.R.M.C. or through the demonstration of a sufficient good faith effort under Section 28-128 D.R.M.C. For compliance with good faith requirements under Section 28-128(b), the M/WBE percentage solicitation level required for this project is 100%.

The Director of the Division of Small Business Opportunity urges all participants in City covered goods and covered services projects to assist in achieving these goals.
