To Whom It May Concern:

In accordance with procedures described herein, you are hereby invited to submit a proposal for the subject project, which is described in the Sample Contract and Scope of Work attached hereto. The work under this Contract is anticipated to start on or about April 2020 and has a scheduled duration of approximately three years. The proposal must be prepared and submitted in accordance with the requirements and procedures contained in these Proposal Documents. Compliance with these requirements by the Proposer is mandatory and is a condition of responsiveness. Any failure to satisfy these requirements will be a sufficient basis for the City and County of Denver (City) to disqualify the Proposer. The City shall not be liable for any of the Proposer’s expenses associated with its preparation of the proposal or the City’s consideration of it. The Proposer, if selected, shall not include any such expenses as part of its fee for performing the Scope of Work.

Schedule of Activities:

This projected schedule is an estimated timeline and is subject to change at the sole discretion of the City. All times listed in this document are understood to be Denver local time (Mountain Time Zone).

General Statement of Work:

Denver International Airport (DEN) is seeking a research survey firm to assist DEN in meeting and measuring its customer satisfaction efforts and to help guide its customer experience initiatives and projects. This is an on-call project with certain scope identified and other projects that will be identified on as-needed basis.

The scope of work will include services to conduct and oversee the fieldwork survey, analysis, and reporting of survey work within DEN to gather passenger feedback and perceptions in a number of work areas.

Pre-Proposal Conference – OPTIONAL:

A Pre-Proposal Conference will be held at 11:00 AM Denver Time on December 5, 2019, in the City Conference Room, located on the 6th floor of the Jeppesen Terminal at Denver International Airport, 8500 Pena Boulevard, Denver, CO 80249. At this conference, DEN representatives will explain the opportunity and answer questions regarding this RFP, including any written questions submitted to DEN prior to the conference.

RFP Questions:

DEN will not answer any telephone inquiries about this RFP. Written questions are due by 2:00 PM LOCAL TIME on December 13, 2019, and shall be submitted to Randy Mata via email at [email protected] in WORD format (no PDFs please) or in the body of an email. All questions and answers will be posted on the DEN Contract Procurement website (Procurement website) at http://business.flydenver.com/bizops/rfp.asp following the deadline for submittal of questions.

Proposal Submittal Location:

Two electronic copies (one each on separate flash drives) of the proposal shall be prepared in accordance with the Instructions to Proposers as described in Section IV of this RFP. Proposals must be addressed and forwarded to the following location: Randy Mata, Contract Services, Airport Office Building (AOB), Room 8810, Denver International Airport, 8500 Peña Boulevard, Denver, Colorado 80249-6340. Other written correspondence regarding this RFP shall also be sent to this address

Minority Business Enterprise and Women Business Enterprise Participation:

The project below has been reviewed by DSBO and it has been determined that it is not subject to the DSBO Ordinance and therefore will not have an M/WBE goal assigned. While the work performed under this contract is not subject to the DSBO Ordinance, the Director of the Division of Small Business Opportunity encourages all participants in City projects to seek independent partnerships with SBEs, MBEs, WBEs, and other business enterprises in supply chain activities, prime/subcontractor partnerships, and joint ventures for all contracts and purchase orders.
