Description: The Department of Aviation for the City and County of Denver is requesting proposals for the purposes of selecting a company or companies to provide curb management / cab starter service to provide equal access to Denver International Airport (DEN) queuing and loading areas for all permitted commercial companies in a regulated airport environment. This includes, but is not limited to, the ability to dispatch taxis from the Commercial Vehicle Holding area while maintaining a smooth flow of vehicles in the terminal curb loading areas. The selected contractor will monitor taxi and limousine loading of passengers at the terminal loading areas as well as interacting with passengers, airport staff, taxi and limousine drivers. The work will include providing information to people using the terminal facilities, ensure compliance of airport rules and regulations, and any work applicable to the dispatch and curb loading operations, to include additional duties as directed by DEN. This will allow DEN to maintain superior customer service.

Documents Available: Request for Proposal (RFP) documents will be available on the DEN Contract Procurement website at http://business.flydenver.com/bizops/rfp.asp by February 25, 2020.

Proposals Due: Proposals in response to the RFP will be due no later than 2:00 PM LOCAL TIME, MARCH 20, 2020, and must be submitted to Tony Deconinck, Business Management Services Office, Room 8810, Denver International Airport, 8500 Pena Blvd., Denver, CO 80249.

Pre-Proposal Conference: A Pre-Proposal Conference will be held at 1:00 PM Denver Time on March 4, 2020, in the City Conference Room, located on the 6th floor of the Jeppesen Terminal at Denver International Airport, 8500 Pena Boulevard, Denver, CO 80249. At this conference, DEN representatives will explain the opportunity and answer questions regarding this RFP.

Minority Business Enterprise and Women Business Enterprise Participation: Contracts and Purchase Orders for covered goods and covered services made and entered into by the City and County of Denver are subject to Article V, of Chapter 28 of the Denver Revised Municipal Code, (D.R.M.C.) and the Minority and Women Business Enterprise Programís Rules and Regulations adopted by the Director of the Division of Small Business Opportunity (DSBO).

Article V, Section 126 of Chapter 28 of the D.R.M.C. provides for the adoption of a M/WBE Business Enterprise Goals Program to be administered by DSBO.

The specific goal for this project is: 0 % Minority and Woman Business Enterprise (M/WBE) Participation

Project goals must be met with certified participants as set forth in Section 28-127, D.R.M.C. or through the demonstration of a sufficient good faith effort under Section 28-128 D.R.M.C. For compliance with good faith requirements under Section 28-128(b), the M/WBE percentage solicitation level required for this project is 100%.

The Director of the Division of Small Business Opportunity urges all participants in City covered goods and covered services projects to assist in achieving these goals.
