To Whom It May Concern:

In accordance with procedures described herein, you are hereby invited to submit a proposal for the subject project, which is described in the Sample Contract and Scope of Work attached hereto. The work under this Contract is anticipated to start on or about September 2020 and has a scheduled duration of approximately five (5) years. The proposal must be prepared and submitted in accordance with the requirements and procedures contained in these Proposal Documents. Compliance with these requirements by the Proposer is mandatory and is a condition of responsiveness. Any failure to satisfy these requirements will be a sufficient basis for the City and County of Denver (City) to disqualify the Proposer. The City shall not be liable for any of the Proposer’s expenses associated with its preparation of the proposal or the City’s consideration of it. The Proposer, if selected, shall not include any such expenses as part of its fee for performing the Scope of Work.

PROPOSALS MUST BE RECEIVED BY: February 19, 2020 by 2:00 pm.

This projected schedule is an estimated timeline and is subject to change at the sole discretion of the City. All times listed in this document are understood to be Denver local time (Mountain Time Zone).

General Statement of Work:

This Request for Proposal (RFP) is for the collection and hauling of the Municipal Solid Waste generated at Denver International Airport (DEN). This includes landfilled waste, recycling, and compost. The vendor will be responsible to find downstream markets for all recycling and compost at DEN. In addition, the vendor will be responsive to subcontract a recycling valet to service DENs concessions.

Pre-Proposal Conference – OPTIONAL:

A Pre-Proposal Conference will be held at 11:30 AM Denver Time on January 29, 2020, in the City Conference Room, located on the 6th floor of the Jeppesen Terminal at Denver International Airport, 8500 Pena Boulevard, Denver, CO 80249. At this conference, DEN representatives will explain the opportunity and answer questions regarding this RFP, including any written questions submitted to DEN prior to the conference.

RFP Questions:

DEN will not answer any telephone inquiries about this RFP. Written questions are due by 2:00 PM LOCAL TIME on February 7, 2020, and shall be submitted to Randy Mata via email at [email protected] in WORD format (no PDFs please) or in the body of an email. All questions and answers will be posted on the DEN Contract Procurement website (Procurement website) at http://business.flydenver.com/bizops/rfp.asp following the deadline for submittal of questions.

Proposal Submittal Location:

Two electronic copies (one each on separate flash drives) of the proposal shall be prepared in accordance with the Instructions to Proposers as described in Section IV of this RFP. Proposals must be addressed and forwarded to the following location: Randy Mata, Contract Services, Airport Office Building (AOB), Room 8810, Denver International Airport, 8500 Peña Boulevard, Denver, Colorado 80249-6340. Other written correspondence regarding this RFP shall also be sent to this address

Minority Business Enterprise and Women Business Enterprise Participation:

Contracts and Purchase Orders for covered goods and covered services made and entered into by the City and County of Denver are subject to Article V, of Chapter 28 of the Denver Revised Municipal Code, (D.R.M.C.) and the Minority and Women-Owned Business Enterprise Program’s Rules and Regulations adopted by the Director of the Division of Small Business Opportunity (DSBO).

Article V, Section 126 of Chapter 28 of the D.R.M.C. provides for the adoption of an MWBE Business Enterprise Goals Program to be administered by DSBO. The specific goal for this project is:

8 % Minority and Woman Business Enterprise (MWBE) Participation

Project goals must be met with certified participants as set forth in Section 28-127, D.R.M.C. or through the demonstration of a sufficient good faith effort under Section 28-128 D.R.M.C. For compliance with good faith requirements under Section 28-128(b), the MWBE percentage solicitation level required for this project is 100%.

The Director of the Division of Small Business Opportunity urges all participants in City covered goods and covered services projects to assist in achieving these goals.
