To Whom It May Concern:

In accordance with procedures described herein, you are hereby invited to submit a proposal for the subject project, which is described in the Sample Contract and Scope of Work attached hereto. The work under this Contract is anticipated to start on or about July 2020 and has a scheduled duration of approximately five (5) years. The proposal must be prepared and submitted in accordance with the requirements and procedures contained in these Proposal Documents. Compliance with these requirements by the Proposer is mandatory and is a condition of responsiveness. Any failure to satisfy these requirements will be a sufficient basis for the City and County of Denver (City) to disqualify the Proposer. The City shall not be liable for any of the Proposer’s expenses associated with its preparation of the proposal or the City’s consideration of it. The Proposer, if selected, shall not include any such expenses as part of its fee for performing the Scope of Work.

This projected schedule is an estimated timeline and is subject to change at the sole discretion of the City. All times listed in this document are understood to be Denver local time (Mountain Time Zone).

General Statement of Work

Denver International Airport (DEN) requires the services of up to two on-call moving companies to assist DEN with office moves and furniture and equipment surplus. The selected contractor(s) will provide manpower and equipment to handle moving of office furniture for DEN employees and equipment from DEN customers (airlines and concessionaires) around the airport. Equipment provided will include, but is not limited to a moving truck, dolly's, moving containers and pallet jacks. Manpower will include drivers, movers and a supervisor.

Pre-Proposal Conference – OPTIONAL

A Pre-Proposal Conference will be held at 9:00AM Denver Time on February 10, 2020, in the City Conference Room, located on the 6th floor of the Jeppesen Terminal at Denver International Airport, 8500 Pena Boulevard, Denver, CO 80249. At this conference, DEN representatives will explain the opportunity and answer questions regarding this RFP, including any written questions submitted to DEN prior to the conference. A representative of your firm may attend this Pre-Proposal Conference.

RFP Questions

DEN will not answer any telephone inquiries about this RFP. Written questions are due by 5:00 PM LOCAL TIME on February 17, 2020, and shall be submitted to Hyde’ Archuleta via email at [email protected] in WORD format (no PDFs please) or in the body of an email. All questions and answers will be posted on the DEN Contract Procurement website (Procurement website) at http://business.flydenver.com/bizops/rfp.asp following the deadline for submittal of questions.

Proposal Submittal Location

Two electronic copies (one each on separate flash drives) of the proposal shall be prepared in accordance with the Instructions to Proposers as described in Section IV of this RFP. Please ensure that the flash drives are not corrupted, and the folders and documents are no password protected prior to submittal. Proposals must be addressed and forwarded to the following location: Hyde’ Archuleta, Contract Services, Airport Office Building (AOB), Room 8810, Denver International Airport, 8500 Peńa Boulevard, Denver, Colorado 80249-6340. Other written correspondence regarding this RFP shall also be sent to this address.

Minority and Woman Business Enterprise Participation:

Contracts and Purchase Orders for covered goods and covered services made and entered into by the City and County of Denver are subject to Article V, of Chapter 28 of the Denver Revised Municipal Code, (D.R.M.C.) and the Minority and Women Business Enterprise Program’s Rules and Regulations adopted by the Director of the Division of Small Business Opportunity (DSBO).

Article V, Section 126 of Chapter 28 of the D.R.M.C. provides for the adoption of a MWBE Business Enterprise Goals Program to be administered by DSBO. The specific goal for this project is:

Project goals must be met with certified participants as set forth in Section 28-127, D.R.M.C. or through the demonstration of an enough good faith effort under Section 28-128 D.R.M.C. For compliance with good faith requirements under Section 28-128(b), the M/WBE percentage solicitation level required for this project is 100%.

The Director of the Division of Small Business Opportunity urges all participants in City covered goods and covered services projects to assist in achieving these goals.
