ANNUAL AIRFIELD PAVEMENT REHABILITATION 2020

CONTRACT NO. 202053737

Description: The Department of Aviation for the City and County of Denver is requesting proposals for the purposes of selecting a company to provide high production concrete paving on the taxiways and aprons of the airfield. The project includes the removal and replacement of 17” thick concrete slabs on the airfield of Denver International Airport (DEN) which are at the end of their useful life and are identified in the pavement asset management database. Additionally, the airfield in-pavement lighting adjacent to the work area will be upgraded and striping. This project will also include rehab of west airfield approach signs, including grading..

Documents Available: Invitation for Bids (IFB) documents will be available on the DEN Contract Procurement website at http://business.flydenver.com/bizops/bids.asp by March 11, 2020.

Bid Opening: SEALED BIDS will be due, and must be time stamped, no later than 2:00 PM Local Time, April 3, 2020, delivered in the triple wide trailer, located within the DEN South Campus at 7128 North Trussville Street, Unit A, Denver, CO 80249 (F.K.A. 27301 E. 71st Ave, Unit #2). Immediately after receipt of the bids a public bid opening will commence. Any bids to be submitted more than two hours prior to Bid Opening must be submitted at the office of Business Management Services, attention Tony Deconinck, Room 8810, Airport Office Building (AOB), Denver International Airport, 8500 Peña Blvd., Denver, CO 80249-6340.

Pre-Bid Conference - Optional: A Pre-Bid Conference will be held at 11:00 AM, March 19, 2020, in the triple wide trailer, located within the DEN South Campus at 7128 North Trussville Street, Unit A, Denver, CO 80249 (F.K.A. 27301 E. 71st Ave, Unit #2). At this conference, City representatives will explain the opportunity and answer questions regarding this project.

Questions: Any questions must be submitted in writing by email to [email protected], must have the words “Request for Clarification” and “Annual Airfield Pavement Rehabilitation, 202053737” in the email subject line, and must be received no later than March 26, 2020, by 2:00 p.m.

Prequalification: Each bidder must be pre-qualified in the category of 1F(5) Concrete Pavement Rehabilitation at or above the $6,000,000 monetary level, in accordance with the City's Rules and Regulations Governing Prequalification of Contractors.

Each bidder must have submitted a prequalification application a minimum of ten (10) calendar days prior to the bid opening date. Disadvantaged Business Enterprise Participation: Federally-funded construction, reconstruction, remodeling, and professional design services contracts made and entered into by the City and County of Denver are subject to Federal Statutes and Regulations regarding Disadvantaged Business Enterprise participation and all Disadvantaged Business Enterprises Utilization.

The Director of the Division of Small Business Opportunity is authorized to establish project goals for expenditures on construction, reconstruction and remodeling and professional design services work let by the City and County of Denver. The specific goal for this project is:

15% Disadvantaged Business Enterprise (DBE)

The project goal must be met with certified participants as set forth in 49 CFR Part 26. For compliance with good faith effort requirements, as set forth in Part 26, the DBE solicitation level required for this project is 100% of the City and Denver’s certified DBE’s and 100% of the State of Colorado’s Department of Transportation (CDOT’s) certified DBEs.
