To Whom It May Concern:

In accordance with procedures described herein, you are hereby invited to submit a proposal for the subject project which is described in the Sample Agreement and Scope of Work attached hereto. The work under this Agreement is anticipated to start on or about February 2017 and has a scheduled duration of approximately five (5) years. The proposal must be prepared and submitted in accordance with the requirements and procedures contained in the following proposal documents:

Compliance with these requirements by the Proposer is mandatory and is a condition of responsiveness. Any failure to satisfy these requirements will be a sufficient basis for the City and County of Denver (City) to disqualify the Proposer. The City shall not be liable for any of the Proposerís expenses associated with its preparation of the proposal or the Cityís consideration of it. The Proposer, if selected, shall not include any such expenses as part of its fee for performing the Scope of Work.


The Department of Aviation for the City and County of Denver is requesting proposals for the purposes of selecting a firm(s) to provide Staff augmentation consultant to provide project controls and management support services, to include: cost estimation; claims analysis; scheduling and schedule analysis; Oracle Primavera Unifier development; and contract administration support. Services are expected to cover a range of project controls and management related functions in support of the Project Management Office and Project Controls using a task order format. Typical examples of positions to be filled, but not limited to, are Contract Administrators, Estimators, Schedulers, Unifier Application Technicians/ Developer/ Administrator. Current systems include Oracle Primavera Unifier and Primavera P6 software project management systems for its project management software applications and expects to enhance these systems further to improve DENís ability to minimize costs associated with implementation of capital projects.

Proposal Submittal Location

Two (2) electronic copies (on flash drives) of the proposal which shall be prepared in accordance with the Instructions to Proposers attached hereto. Proposals must be addressed and forwarded to the following location: Amy Kuchno, Business Management Services (Procurement), Administration Office Building (AOB), Room 8810, Denver International Airport, 8500 Pena Boulevard, Denver, Colorado 80249-6340. Other correspondence regarding this RFP shall also be sent to this address.

Proposals Due

All proposals must be sealed and identified as to content and be received by the above-named Denver International Airport Office not later than 2:00 PM, LOCAL TIME, OCTOBER 19, 2016. Proposals received after this time will be rejected by the City and returned to the Proposer unopened. Proposals shall be valid for 90 days after the deadline for delivering the proposal.

Pre-Proposal Conference

A Pre-Proposal Conference will be held at 2:30PM, LOCAL TIME, SEPTEMBER 29, 2016 in the City Conference Room, located within the DEN terminal at 8500 Pena Blvd., Denver, CO 80249. At this conference, City representatives will answer questions regarding this RFP. The City will not answer any telephone inquiries about this RFP. Written questions are due by 2:00 PM, LOCAL TIME, OCTOBER 10, 2016 and shall be submitted to Amy Kuchno via Email: [email protected] in WORD format or in the body of an email (not pdf). All questions and answers will be posted on the DEN Contract Procurement website at http://business.flydenver.com/bizops/rfp.asp following the deadline for submittal of questions.

In the event the City desires further information or clarification of the proposals received, the City may, at its option, elect to interview one or more of the Proposers.

Minority Business Enterprise and Women Business Enterprise Participation

The specific goal for this project is 25% Minority Business Enterprise and Women Business Enterprise (M/WBE). The proposer must meet the project goal of 25% either through commercially useful function of the team members through a Teaming Agreement or Letters of Intent (LOI) received from other certified firms. Teaming agreements submitted as part of this RFP, which meet the requirements of D.R.M.C. ß 28-60.5, will receive a Teaming Agreement Incentive as set forth 1-8 of the RFP.

Professional design and construction services contracts made and entered into by the City and County of Denver are subject to Article III, Divisions 1 and 3 of Chapter 28 of the Denver Revised Municipal Code, (D.R.M.C.) and all Minority Business Enterprise and Women Business Enterprise Utilization and Equal Employment Opportunity Rules and Regulations adopted by the Director of the Division of Small Business Opportunity (DSBO).

Article III, Divisions 1 and 3 of Chapter 28 of the D.R.M.C. directs the Director of the Division of Small Business Opportunity to establish a project goal for expenditures on professional design and construction services work contracted by the City and County of Denver.

Project goals must be met with certified participants as set forth in Section 28-65, D.R.M.C. or through the demonstration of a sufficient good faith effort under Section 28-67, D.R.M.C. For compliance with good faith effort requirements under Section 28-67 (b) (2) a. the proposer must solicit the interest of 100% of the firms certified as MBEs and WBEs in the scopes of work of the contract.

The Director of the Division of Small Business Opportunity urges all participants in City professional design and construction services projects to assist in achieving these goals.
