The Department of Aviation, City and County of Denver (City), has issued an Invitation for Proposals for the construction project named above. Complete contract documents, including specifications, are available on the Denver International Airport (DEN) Contract Procurement website on or about August 29, 2017 at:


SEALED PROPOSALS will be received no later than 2:00 P.M. MDT October 19, 2017 and delivered to the attention of Jessica Encinias, Contract Administrator, Airport Office Building (AOB), Room 8810 at Denver International Airport, 8500 Peña Boulevard, Denver, CO 80249-6340.

Proposer shall submit one (1) hard copy and seven (7) electronic versions on flash drives of its proposal in response to the Narrative Proposal Contents (Section IP-8) and all required Proposal Forms, indicating Contract number, Contract name and Proposer’s company name.

A MANDATORY PRE-PROPOSAL CONFERENCE is scheduled for 2:00 PM MDT September 21, 2017 in the Engineering 3 Conference Room located on the 7th floor of the AOB.

GENERAL STATEMENT OF WORK: The On-Call project consists of passenger conveyance modernization. This contract will start a multi-year program to address all of the end of life passenger conveyance units at DEN, (elevators, escalators, and walkalators). Modernization and or replacement of most of the components in the system except structural elements, e.g. escalator trusses, elevator shaft and cars.

MINORITY/WOMEN BUSINESS ENTERPRISE PARTICIPATION: Pursuant to Article III, Division 1 and 3 of Chapter 28 of the Denver Revised Municipal Code, the Project goal of eight percent (8%) M/WBE must be met with certified participants or through the demonstration of a sufficient good faith effort. For compliance with good faith requirements, the M/WBE percentage solicitation level required for this project is 100%.

MISCELLANEOUS: As its best interests may appear, the City reserves the right to reject any or all proposals and to waive informalities in proposals. The work under the Contract is subject to minimum wage rates established by the City and County of Denver Career Service Board.
