Description of Work: The Department of Aviation for the City and County of Denver (City) is requesting bids for the purpose of selecting a company to provide pest control and management services for the public and City spaces at Denver International Airport (DEN).

Documents Available: Request for Bid (RFB) documents should be available on the DEN Contract Procurement website by December 22, 2017 at http://business.flydenver.com/bizops/bids.asp.

Mandatory Pre-Bid Conference: A Mandatory Pre-Bid Conference will be held at 1:00 PM Mountain Time on January 10, 2018 in the City Conference Room on Level 6 of the Jeppesen Terminal at DEN. Attendees are requested to pre-register for this Mandatory Pre-Bid Conference by logging on to: https://www.surveymonkey.com/r/DMDSS5T and completing the brief survey. The cut off for pre-registering is 4:00 PM on January 9, 2018. After this date/time, the survey will be closed for pre-registration, and attendees will then be required to manually complete and sign the attendance sheet upon arrival.

At this Mandatory Pre-Bid Conference, City representatives will explain the opportunity and answer questions regarding this RFB, including any written questions submitted to the City prior to the Mandatory Pre-Bid Conference. The City will not answer any telephone inquiries about this RFB; however, written questions are due by 2:00 PM Mountain Time on January 19, 2018 and shall be submitted to [email protected] in plain text format (i.e., Word not PDF) or in the body of an email. Please include “Pest Control Services” in the email subject line. All questions and answers will be posted on the DEN Contract Procurement Website (Contract Procurement Website) at http://business.flydenver.com/bizops/bids.asp following the deadline for submittal of questions.

Following the Mandatory Pre-Bid Conference is a guided tour of the general areas of the airport campus that require pest control services. This tour is voluntary; however, Bidder attendance is strongly recommended. All tour participants are required to pre-register by completing the following survey at:


Because areas of the airport require pre-authorized clearance, persons who do not pre-register for the tour will not be able to participate. It is anticipated that this tour will last approximately three (3) hours. The cut-off time/date to pre-register for this voluntary, but recommended, tour is 4:00 PM on January 4, 2018.

In the event the City desires further information or clarification of the bids once received by DEN, the City may, at its option, elect to interview one or more of the Bidders.

Bid Submittal Due Date and Location: Sealed bids are due, and must be time stamped, no later than 2:00 PM Mountain Time on January 26, 2018. If delivering a bid in person more than two (2) hours prior to the 2:00 PM deadline, please bring the bid to the reception area of the AOB at the below address:

Ask the receptionist to contact the Contract Administrator, who will retrieve the bid package and provide Bidder with a written receipt for the bid submission.

Immediately after the bid receipt deadline, a public bid opening will commence at the following location:

If sending a bid by mail or by express courier service, ensure enough time to allow the bid to be received before the 2:00 PM deadline on January 26, 2018.

NOTE: Bids received after 2:00 PM will be rejected by the City and returned to the Bidder unopened. Bids shall be valid for ninety (90) days after the deadline for delivery of the bid. Other correspondence regarding this RFB shall also be sent to this address.

Minority Business Enterprise and Women Business Enterprise Participation: This project has been reviewed by the Division of Small Business Opportunity (DSBO), and DSBO has determined that the project is not subject to the DSBO Ordinance and, therefore, will not have an M/WBE goal assigned to it.

While the work performed under this Contract is not subject to the DSBO Ordinance, the Director of DSBO encourages all participants in City projects to seek independent partnerships with SBEs, MBEs, WBEs and other business enterprises in supply chain activities, prime/subcontractor partnerships and joint ventures for all contracts, agreements and purchase orders.
