Taxiways F & G Pavement, Lighting, & Safety Areas Rehabilitation

The Department of Aviation, City and County of Denver, has issued an Invitation for Bids for the construction project named above. Complete contract documents, including specifications, are available on the DEN Contract Procurement website at:


SEALED BIDS will be due, and must be time stamped, no later than 2:00 PM, January 16, 2018 Local Time, delivered in the triple wide trailer, located within the DEN South Campus at 7128 North Trussville Street, Unit A, Denver, CO 80249 (F.K.A. 27301 E. 71st Ave, Unit #2). Immediately after receipt of the bids a public bid opening will commence. Any bids to be submitted more than two hours prior to Bid Opening must be submitted at the office of Contract Services, attention LaQuisha Shaw Room 8810, Airport Office Building (AOB), Denver International Airport, 8500 Peña Blvd., Denver, CO 80249-6340.


The Taxiway F & G Pavement and Lighting Rehabilitation project will consist of identifying areas for PCCP (Portland Cement Concrete Pavement) pavement rehabilitation. A site investigation to identify the existing concrete panels that require rehabilitation will be completed as part of this design. Based on an airfield lighting evaluation report that has been completed by DEN, it has been determined that the airfield electrical system within the project limits requires rehabilitation, specifically replacement of old cable and adjusting the circuiting layout. There are also miscellaneous grading and drainage items to be addressed as part of this project to ensure that air airport is compliant with FAA grading criteria as well as rehabilitation of identified utility structures within the project limits. This work is scheduled to be constructed in the summer of 2018.


The Bidder must be prequalified in the Special Category of Concrete Airfield Paving at a financial level of $15,000,000. Due to the specialized nature of this airfield project, a special category has been established.

As this is a specialized prequalification category, all bidders must have submitted a prequalification application a minimum of 10 calendar days prior to the submittal due date.

A Bidder who desires to be prequalified in the Specialty Category of Concrete Airfield Paving must follow the application process, as detailed in the Rules for Prequalification of Construction Contractors, effective 4/1/2013.

The Prequalification process requires the Bidder to demonstrate experience in the Concrete Airfield Paving Category: Concrete runways, taxiways and aprons and/or related paving items, and concrete panel replacement. This includes associated excavation, full pavement section, and surface prep work. Experience in the use of FAA specifications and quality control requirements at a commercial airport.

This experience should be demonstrated by including with the prequalification application, at least three most recent projects in the last 5 years, any location, with a Construction Value at (or near) $15M.

These Project Descriptions to be submitted with the Prequalification Application should contain the following information:

• Project name and date of completions

• Project scope of work

• Position on the project (Construction Manager, Prime General Contractor, Subcontractor, etc.)

• Reference contact information

• Project bid price

• Project completion price

A Pre-Bid Conference will be held at 10:00 AM, Tuesday, December 19, 2017, in the triple

wide trailer, located within the DEN South Campus at 7128 North Trussville Street, Unit A,

Denver, CO 80249 (F.K.A. 27301 E. 71st Ave, Unit #2). A site visit will not be conducted immediately following the Pre-Bid Conference.

Any questions must be submitted in writing by email to [email protected], must have the words “Request for Clarification” and “Taxiways F & G Pavement, Lighting, & Safety Areas Rehabilitation, 201738463” in the email subject line, and must be received no later than January 5, 2017 at 5:00 PM.


Federally-funded construction, reconstruction, remodeling, and professional design services contracts made and entered into by the City and County of Denver are subject to Federal statutes and regulations regarding Disadvantaged Business Enterprise participation.

The Director of the Division of Small Business Opportunity (DSBO) is authorized to establish project goals for expenditures on construction, reconstruction and remodeling and professional design services work let by the City and County of Denver. The specific goal for this project is ¬¬ 15% Disadvantaged Business Enterprise (DBE).

The project goal must be met with certified participants as set forth in 49 CFR Part 26 or through the demonstration of a sufficient good faith effort under 49 CFR Part 26.

The Director of the Division of Small Business Opportunity urges all participants in the construction, reconstruction, remodeling, and professional design services projects not to discriminate against women and minorities or any other persons and to assist in achieving these goals.


As its best interests may appear, the City and County of Denver reserves the right to reject any or all bids and to waive informalities in bids.

The work under the Contract is subject to minimum wage rates established by the City and County of Denver Career Service Board.

The City and County of Denver, Department of Aviation, in accordance with the provisions of Title VI of the Civil Rights Act of 1964 (78 Stat. 252, 42 U.S.C. §§ 2000d to 2000d-4) and the Regulations, hereby notifies all bidders that it will affirmatively ensure that any contract entered into pursuant to this advertisement, disadvantaged business enterprises will be afforded full and fair opportunity to submit bids in response to this invitation and will not be discriminated against on the grounds of race, color, or national origin in consideration for an award.
