The Department of Aviation, City and County of Denver, has issued an Invitation for Bids for the construction project named above. Complete contract documents, including specifications, are available on the DEN Contract Procurement website at:


SEALED BIDS will be due, and must be time stamped, no later than 2:00 PM, FRIDAY, MARCH 16, 2018 Local Time, delivered in the triple wide trailer, located within the DEN South Campus at 7128 North Trussville Street, Unit A, Denver, CO 80249 (F.K.A. 27301 E. 71st Ave, Unit #2). Immediately after receipt of the bids a public bid opening will commence. Any bids to be submitted more than two hours prior to Bid Opening must be submitted at the office of Business Management Services, attention LaQuisha Shaw, Contract Services, Airport Office Building (AOB), Denver International Airport, 8500 Peña Blvd., Denver, CO 80249-6340.


This project is a compilation of typical pavement rehabilitation work on Pena Blvd. and additional Landside roadway along with the rehabilitation of bridge expansion joints on 18 structures along Pena. The scope of work is divided into five (5) separate schedules of similar work including: asphalt removal and overlay, asphalt crack rehabilitation, concrete pavement rehabilitation, diamond surface grinding and bridge joint replacement in areas identified throughout DEN property.

Schedule A: Asphalt Overlay – This schedule will require the full depth removal and replacement of hot mix asphalt overlay of existing asphalt pavement at the E 77th Ave (Passenger Pick-up Lot entrance) and Gun Club intersection. Approximately 1,100 tons of asphalt will be placed, as well as curb and gutter repairs and temporary and final epoxy pavement markings.

Schedule B: Concrete Pavement Rehabilitation – This schedule will require full depth panel removal and replacement of concrete pavement along Peña Blvd as identified in the plans. Additional work may be scattered throughout DEN property as panels are identified.

Schedule C: Concrete Spalls– This schedule will include removal and replacement of concrete spalls at areas identified by the DEN Project Manager. Roadways to be addressed are Jackson Gap, E 75th Ave, E 78th Ave, Gun Club, and inbound (IB)/outbound (OB) Peña Blvd. Quantities of work are typically low production and scattered throughout DEN property.

Schedule D: Diamond Grinding – This schedule will require concrete pavement diamond grinding along IB/OB Pena, I-70 Flyover to 56th Avenue and the right 2 lanes fo the return to terminal bridge area of IB Pena to the Y splict including re-sealing all pavement joints and final epoxy pavement markings as diamond grinding is completed.

Schedule D: Bridge Joint Replacement - This schedule will include the removal and replacement as directed by the plans for the incoming and outgoing bridge expansion joints replacement on 18 of the IB/OB Pena bridges from 1-70 to Jackson Gap. The joint work varies from complete removal/ replacement to adding expansion bladders and 2” relief joints to prolong the lifespan of the DEN bridges.

Traffic Control – All work on Pena Blvd will be performed during night time hours, as approved by Airport Operations. Typical lanes closures are allowed on Pena Blvd (Outbound) from 11 p.m. to 7 a.m. and (Inbound) 8:00 p.m. to 4:00 a.m. Sunday through Thursday, with additional days to be determined. Blackout dates at or around holidays will be determined on a case by case basis and reported to the contract 2 weeks in advance.All work on collector roads will be permitted during daytime hours as approved by DEN PM and Airport Operation. All traffic control will be divided for each schedule for cost and quantitiy tracking. A UTC officer will be utilized for all work on Pena Blvd and paid for by DEN.


Each bidder must be pre-qualified in the category of 1.F.2 Concrete OR 1.G.3 – Bridge Demolition and Rehabilitation, at the $6,000,000.00 level, in accordance with the City's Rules and Regulations Governing Prequalification of Contractors. Each bidder must have submitted a prequalification application a minimum of ten (10) calendar days prior to the bid opening date. Prequalification applications must be submitted to the Department of Public Works, Prequalification Section, Dept. 614, 201 West Colfax Avenue, Denver, CO 80202. A Pre-Bid Conference will be held at 2:00 PM, Wednesday, February 28, 2018, in the triple

wide trailer, located within the DEN South Campus at 7128 North Trussville Street, Unit A,

Denver, CO 80249 (F.K.A. 27301 E. 71st Ave, Unit #2). A site visit will not be conducted immediately following the Pre-Bid Conference.

Any questions must be submitted in writing by email to [email protected], must have the words “Request for Clarification” and “2018 ANNUAL PAVEMENT REHABILITATION LANDSIDE, Contract Number” in the email subject line, and must be received no later than ten (10) calendar days before the date and time set for receipt of Bids.


MINORITY/WOMEN BUSINESS ENTERPRISE GOAL: Pursuant to Article III, Division 1 and 3 of Chapter 28 of the Denver Revised Municipal Code, the Project goal of 15% M/WBE must be met with certified participants, or through the demonstration of a sufficient good faith effort. For compliance with good faith requirements, the M/WBE percentage solicitation level required for this project is 100%.


As its best interests may appear, the City and County of Denver reserves the right to reject any or all bids and to waive informalities in bids.

The work under the Contract is subject to minimum wage rates established by the City and County of Denver Career Service Board.
