Emergency Fuel Shutoff System (EFSO)

The Department of Aviation, City and County of Denver, has issued an Invitation for Bids for the construction project named above. Complete contract documents, including specifications, are available on the DEN Contract Procurement website at:


SEALED BIDS will be due, and must be time stamped, no later than 2:00 PM Local Time, April 12, 2019, delivered in the triple wide trailer, located within the DEN South Campus at 7128 North Trussville Street, Unit A, Denver, CO 80249 (F.K.A. 27301 E. 71st Ave, Unit #2). Immediately after receipt of the bids a public bid opening will commence. Any bids to be submitted more than two hours prior to Bid Opening must be submitted at the office of Business Management Services, attention Tony Deconinck, Room 8810, Airport Office Building (AOB), Denver International Airport, 8500 Peña Blvd., Denver, CO 80249-6340.


This contract will cover upgrades and repairs to the existing Emergency Fuel Shutoff (EFSO) system in order to provide a complete, safe, reliable, and redundant EFSO system for Denver International Airport (DEN) and the affected stakeholders. The work may include, but is not limited to: 1) replacement of the Simplex panels pertaining to the EFSO with a new programmable logic controller (PLC) system and fiber option driver at locations of Concourse A, Concourse B, Concourse C, Fuel Facility, United Maintenance Base, and South Cargo; 2) phased replacement of existing EFSO Simplex pull-stations with new EFSO push-buttons with new signs at all concourse locations; 3) provide new pressure transducers and wiring to control valves located in valve vaults; 4) reconnect new EFSO system on new multimode fiber for long distances; 5) replace Concourse A commuter loading rack A-1 concrete slab and curb and repair fiber communication to equipment herein; 6) repair conduits per investigation at all concourse locations and replace concrete apron panels to complete repairs; 7) test and commission new EFSO push-buttons and verify closure of pertaining control valves.

Bid options include the following: Bid Option 1 – construct a new ductbank at the South Cargo Fueling Area; and Bid Option 2 - replace existing control cables at Concourse A, Concourse B, Concourse C, fuel facility, United Maintenance Base, and South Cargo.


Each Bidder must be pre-qualified in the special category of Aviation Fuel at the $3,000,000.00 level AND 1A General Civil or 2A General Building at the $6,000,000.00 level, in accordance with the City's Rules and Regulations Governing Prequalification of Contractors. Due to the specialized nature of this project, a special category has been established.

As Aviation Fuel is a specialized prequalification category, all Bidders must have submitted a prequalification application a minimum of ten (10) calendar days prior to the bid opening date. A Bidder who desires to be prequalified in the Specialty Category of Aviation Fuel must follow the application process, as detailed in the Rules for Prequalification of Construction Contractors, effective 4/1/2013.

The Prequalification process requires the Bidder to demonstrate experience in the Aviation Fuel Category: Jet Fuel pipeline and/or emergency fuel shut off system controls experience. Experience in the use of FAA specifications, working knowledge of NFPA 407, quality control requirements at a commercial, and to maintain jet fuel and EFSO system operation during construction

This Aviation Fuel experience should be demonstrated by including with the prequalification application, at least three most recent projects in the last 5 years, any location, with a Construction Value at (or near) $3M.

These project descriptions to be submitted with the Prequalification Application should contain the following information:

• Project names and dates of completion

• Project scopes of work

• Position on the project (Construction Manager, Prime General Contractor, Subcontractor, etc.)

• Reference contact information

• Project bid prices

• Project completion prices

A mandatory Pre-Bid Conference will be held at 10:30 AM, March 26, 2019, in the triple-wide trailer, located within the DEN South Campus at 7128 North Trussville Street, Unit A, Denver, CO 80249 (mapping apps may show 27301 E. 71st Ave, Unit #2).

Immediately following the pre-bid conference, a mandatory site tour will be conducted. This is to allow all proposed bidders to view the facility before submitting bids. Due to the nature of the areas to be visited and the security concerns of the airport, DEN will limit participation of the site-tour to no greater than two (2) members from each company. Each member will need to be listed in a pre-proposal site-tour list to participate.

Because areas of the airport require pre-authorized clearance, all tour participants must pre-register. It is anticipated that this tour will last approximately 2 hours. The cut-off time/date to pre-register for this tour is 4:00 PM on March 20, 2019. Everyone attending this site tour is required to pre-register for the tour by completing the following survey at: https://www.surveymonkey.com/r/6MKCP5H.

Anyone who has not pre-registered for the site tour will not be allowed to attend.

Construction, reconstruction and remodeling contracts made and entered into by the City and County of Denver are subject to Article III, Divisions 1 and 3 of Chapter 28 of the Denver Revised Municipal Code, (Sections 28-31 to 28-36 and 28-52 to 28-90 D.R.M.C) and all Minority and Woman Business Enterprise and Equal Employment Opportunity Rules and Regulations adopted by the Director of the Division of Small Business Opportunity.

Article III, Division 3 of Chapter 28 of the D.R.M.C. directs the Director of the Division of Small Business Opportunity to establish a project goal for expenditures on construction, reconstruction, and remodeling work contracted by the City and County of Denver. The specific goal for this project is:

19% Minority and Woman Business Enterprise (M/WBE) Participation

Project goals must be met with certified participants as set forth in Section 28-60, D.R.M.C. or through the demonstration of a sufficient good faith effort under Section 28-62 D.R.M.C. For compliance with good faith requirements under Section 28-62(b), the M/WBE percentage solicitation level required for this project is 100%.

The Director of the Division of Small Business Opportunity urges all participants in City construction, reconstruction and remodeling projects to assist in achieving these goals.


As its best interests may appear, the City and County of Denver reserves the right to reject any or all bids and to waive informalities in bids.

The work under the Contract is subject to minimum wage rates established by the City and County of Denver Career Service Board.
