Description: The Department of Aviation for the City and County of Denver is requesting proposals for the purposes of selecting a company to provide the full replacement of mechanical systems and supporting equipment on Concourses A and C that supply the pre-conditioned air units. This scope includes the phased replacement of existing floor slabs with structural slabs to mitigate floor heaving in each plant. In addition to these improvements, walls will be relocated in the Concourse A plant in order to provide additional space for future ice storage. The project will be phased to coordinate with the opening of the concourse expansions on Concourses A and C.

Documents Available: Invitation for Bids (IFB) documents will be available on the DEN Contract Procurement website at http://business.flydenver.com/bizops/bids.asp by February 21, 2020.

Bid Opening: SEALED BIDS will be due, and must be time stamped, no later than 1:00 PM Local Time, March 26, 2020, delivered in the triple wide trailer, located within the DEN South Campus at 7128 North Trussville Street, Unit A, Denver, CO 80249 (F.K.A. 27301 E. 71st Ave, Unit #2). Immediately after receipt of the bids a public bid opening will commence. Any bids to be submitted more than two hours prior to Bid Opening must be submitted at the office of Business Management Services, attention Tony Deconinck, Room 8810, Airport Office Building (AOB), Denver International Airport, 8500 Peña Blvd., Denver, CO 80249-6340.

Mandatory Pre-Bid Conference and Mandatory Guided Site Tour: A mandatory Pre-Bid Conference will be held at 2:00 PM, March 11, 2020, in the City Conference Room at Denver International Airport. The City Conference Room is located on the northwest side of Level 6 of Jeppesen Terminal. The address of Denver International Airport is 8500 Pena Boulevard, Denver, CO 80249. At this conference, City representatives will explain the opportunity and answer questions regarding this project.

Immediately following the pre-bid conference, a mandatory site tour will be conducted. This is to allow all proposed bidders to view the facility before submitting bids. Due to the nature of the areas to be visited and the security concerns of the airport, DEN will limit participation of the site-tour to no greater than two (2) members from each company. Each member will need to be listed in a pre-proposal site-tour list to participate.

Because areas of the airport require pre-authorized clearance, all tour participants must pre-register. It is anticipated that this tour will last approximately 2 hours. The cut-off time/date to pre-register for this tour is 2:00 PM on March 2, 2020. Everyone attending this site tour is required to pre-register for the tour by completing the following survey at: https://www.surveymonkey.com/r/GYDDWPH.

Anyone who has not pre-registered for the site tour will not be allowed to attend.

Prequalification: Each bidder must be pre-qualified in the category of 2B General Building – Occupied Buildings, OR 2F Mechanical at the $15,000,000 monetary level, in accordance with the City's Rules and Regulations Governing Prequalification of Contractors.

Each bidder must have submitted a prequalification application a minimum of ten (10) calendar days prior to the bid opening date. Minority/Women Business Enterprise Participation: Construction, reconstruction and remodeling contracts made and entered into by the City and County of Denver are subject to Article III, Divisions 1 and 3 of Chapter 28 of the Denver Revised Municipal Code, (Sections 28-31 to 28-36 and 28-52 to 28-90 D.R.M.C) and all Minority and Woman Business Enterprise and Equal Employment Opportunity Rules and Regulations adopted by the Director of the Division of Small Business Opportunity.

Article III, Division 3 of Chapter 28 of the D.R.M.C. directs the Director of the Division of Small Business Opportunity to establish a project goal for expenditures on construction, reconstruction, and remodeling work contracted by the City and County of Denver. The specific goal for this project is:

15% Minority and Woman Business Enterprise (M/WBE) Participation

Project goals must be met with certified participants as set forth in Section 28-60, D.R.M.C. or through the demonstration of a sufficient good faith effort under Section 28-62 D.R.M.C. For compliance with good faith requirements under Section 28-62(b), the M/WBE percentage solicitation level required for this project is 100%.
